The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This professional-level position is located within the Bureau of Recovery’s Systems & Planning Unit. The incumbent will serve as the team lead for the unit and act as back-up to Recovery Systems and Planning Supervisor. Responsibilities include coordinating, developing, implementing, and maintaining analytics systems and planning initiatives that support the bureau’s disaster Recovery programs. The position requires the ability to analyze complex problems and large data sets, develop frameworks and generate reports that provide actionable insights, and contribute to strategic decision-making. Additionally, the role supports tracking and maintaining the bureau’s policies, procedures, and job aids to ensure alignment with the bureau's programs and operational functions.
Duties and responsibilities include:
- Lead Recovery System and Planning.
- Assign duties and tasks amongst the team in coordination with supervisor.
- Ensure all access controls records are complete and maintained and terminate as necessary.
- Perform and respond to system and system access audits.
- Manage project system enhancement requests.
- Manage special projects for the Bureau of Recovery.
- Maintain direct oversight of the State’s Public Assistance Administrative Plan through the Planning Specialist.
- Maintain direct oversight of development and maintenance of Recovery’s policies and procedures, job aids, and other plans.
- Maintain the Bureau of Recovery’s systems and websites for internal and external users.
- Provide user access management for Recovery systems.
- Provide technical assistance to users of Recovery systems.
- Prepare and schedule reports to support Bureau programs.
- Create ad hoc reports as requested by Bureau leadership.
- Serve as backup for the Recovery Systems & Planning Supervisor with Bureau issues related to the Division’s Grant Management platform.
- Provide training on the use of Recovery systems.
- Maintain capabilities of existing recovery systems and identify new capabilities to meet Bureau needs.
- Attend conferences, meetings, workshops, and other engagements related to Individual Assistance and Disaster Recovery.
