The Illinois Office of Comptroller is seeking applicants for the position of Accounting Specialist for Obligations.
The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all.
Main Function
Under general supervision of the Public Service Administrator of the Obligations Unit, pre-audits contract/lease documents as well as amendments to these obligations to ensure conformity to statutory requirements and Comptroller's rules and regulations.
Job Responsibilities
- Pre-audits purchase orders (POs) from agencies by examining the legal portion of the PO document to determine conformity with statutory requirements and Comptroller’s rules and regulations.
- Processes POs on State Accounting System; approves POs from State Accounting System which have passed legal pre-audit; holds documents which have not passed pre-audit, lists reasons for hold; deletes the PO if corrective action is not taken and returns original PO to agency.
- Responds to inquiries; researches and assists the agencies in the resolution of PO problems. Works with supervisor as needed.
- Performs other related duties as required or assigned, including daily scanning of contract documents, releasing of File Transfer Protocol (FTP) files, completing audit confirmations, performing data entry, processing delete reports and submitting late file affidavits, which are reasonably within the scope of duties defined above and to ensure maximum compliance within the Obligations Unit.
