Job Summary

The Director of Contracts Management will be responsible for the administration and management of complex domestic and international federal, state, local, and commercial contracts; negotiate terms and conditions of proposals and contracts; serve as the company point of contact and contracts lead; and negotiate and administer agreements (NDA, traditional Teaming Agreements, Joint Ventures & Contractor Teaming Agreements (CTA’s), MOU & MOA, Mentor/Protégé Agreements) with customers ensuring adherence to company policies and procedures, applicable government regulations (FAR) applicable federal and state laws. This position will be based in Reston, VA with a hybrid work arrangement, and is a part of the finance group, reporting to the Chief Financial Officer.

JOB DUTIES AND RESPONSIBILITIES:

  • Manages highly competitive, major contract requirements by analyzing performance requirements and customer requirements.
  • Reviews and documents risk associated with complex proposal packages, completes appropriate contract documents e.g., representation and certifications, etc.
  • Negotiates complex contract requirements in accordance with Federal, State, and local laws and regulations, company policy and procedures.
  • Investigates and resolves contract disputes by collecting and analyzing information. Coordinates with relevant departments on technical, quality, data requirements, and other business or contractual issues as applicable.
  • Monitors contract performance by determining compliance to contract requirements and determining need for modifications, funding, or extensions to the contract. Determines when customer directed changes are in or outside of scope.
  • Maintains close contact with customers to maintain, preserve and enhance the company's image with its customers, fostering favorable long-term relationships. Serves as point of contact with the customer as the company contracts representative on assigned contracts and participates in customer presentations.
  • Applies and may lead continuous improvement initiatives to improve efficiency of internal systems and processes within the contracts department and/or corporate and customer involvement. Recommends actions by analyzing complex data and making comparative analyses.
  • Maintains professional and technical skills by attending educational workshops, reviewing publications, establishing professional networks, and participating in professional societies such as National Contract Management Association (NCMA).
  • Provides guidance and leadership to cross-functional business team members.
  • Reviews RFPs; processes specifications, progress, and other reports; advises management of risk and contractual rights and obligations; compiles and analyzes data; and maintains historical information.
  • Advise Senior Management and others on the appropriate contractual strategy and advise on the full range of procurement issues and post-contract management.
  • Provides guidance and oversight to contracts team members.
  • Reviews solicitations, initiates internal proposal preparation plan, and schedules timely proposal preparation and submission to customer. Responsible for procurement file compliance.
  • Assists in the preparation of Small Business Subcontracting Plans for proposals.

JOB QUALIFICATIONS

  • Bachelor’s degree in related discipline and a minimum of 15+ years contract administration, negotiations, and proposal preparation with the US government and a combination of commercial, state, local government, or international clients.
  • Working knowledge of GSA contracting process/procedures.
  • Experience with preparation of Populated and Unpopulated Joint Venture Agreements.
  • Experience in creating Contractor Teaming Arrangements (CTA’s)
  • Experience with assisting in the preparation of bids and proposals, to include Small Business Subcontracting plans
  • A minimum of 10 years of leadership/management experience.
  • Strong background in the use and application of the Federal Acquisition Regulations (FAR). Advanced understanding of contract/Purchase Order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements.
  • Comprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use.
