About the role

Job Description Summary

The Contracts Manager role is a Subject Matter Expert (SME) position providing contract leadership and expertise for commercial and government project teams across the Power Conversion and Storage portfolio. In this role, the Contract Manager will also provide oversight of program property management needs and be the focal point within the Government projects organization for contract specific tasks such as the lead support of contract property disposition and closeout, and the interpretation and negotiation of contract level terms and issues, as well as involvement in long term strategy and planning.

Job Description

Essential Responsibilities:

  • Support proposal activities, including but not limited to: analysis of the Request for Proposals, ensuring proper contract reviews and relevant compliance matrices are completed before any proposals are submitted to customer or any execution activities begin, with particular attention to the financial and business risks of the proposed effort, participating in all proposal team meeting, preparing terms, conditions and assumptions upon which the proposal may be submitted
  • Partner closely with the commercial teams and customers to assure a clear understanding of the contract terms and appropriate regulations before and during execution of the contract.
  • Provide support and guidance to project teams during contract execution to ensure full compliance with contract terms and relevant government regulations
  • Offer innovative approaches to problem solving and develop solutions to contracting issues in supporting all phases of the acquisition cycle
  • Support sourcing with preparation of flow-down packages for sub-contractors/suppliers and managing sub-contractors/suppliers during contract execution
  • Ensure that proper FAR, DFARS, DEARS, and other commercial and government flow-down requirements are complied with in subcontracts and contracts
  • Establish records for government property by maintaining the property tracking system
  • Perform regular audits of the property management system in accordance with company procedures and government regulations.
  • Coordinate the physical inventory of property and reconcile results to ensure compliance with FAR 52.245 (and other applicable regulations)
  • Provide periodic accountability reports to internal and external customers as required to support contractual requirements (e.g., DD 1662)
  • Coordinate disposition of property identified by contractual requirements in accordance with procedures
  • Facilitate and coordinate DCAA/DCMA audits with respect to the property management system. Champion all corrective actions in response to findings

Basic Qualifications:

  • Bachelor’s Degree with minimum of 6 years of experience in government and commercial contract formation and execution
  • US Citizen / This role is not eligible for U.S. immigration sponsorship.

Desired Qualifications:

  • Domain expertise with Commercial terms and conditions, UCC, Federal Acquisition Regulations, with emphasis in Parts 12 Acquisition of Commercial Items and 15 Contracting by Negotiation, and DoD FAR Supplement
  • Experience with various contract types (i.e. Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) and contract change management
  • Experience administering or executing a FAR 52.245 compliant government property management system
  • Proven ability to draft and negotiate contractual language
  • Professional certification by the NCMA, NPMA, US government contracts

Desired Characteristics:

  • Power industry contracting experience interfacing directly with commercial and government customers or prime contractors
  • Extensive knowledge of contract formation and regulations
  • Proficiency with Excel, Power Point, and Word
  • Self-starter with the ability to work independently and cohesively with teams
  • Solid oral and written communication skills
  • Anticipates, identifies, and resolves complex contractual issues
  • Strong interpersonal and leadership skills, with ability to build solid relationships with others in the pricing team, cost contributors, and management
  • High-energy team player
  • Ability to manage projects / assignments within tight deadlines

This role requires access to U.S. export-controlled information. If applicable, final offers will be contingent on ability to obtain authorization for access to U.S. export-controlled information from the U.S. Government.
