Responsible for planning, testing, and coordinating the City-wide emergency management program to notify the public in the event of a disaster.

Job Description
 

Overview

The Senior Emergency Management Specialist provides lead level work in the planning, testing, and coordinating of the City-wide emergency management program.

The Senior Emergency Management Specialist role may include responsibilities across all phases of the disaster cycle, including City of Dallas Training & Exercise and Operations Technology programs, Mitigation, Preparedness, Response, Recovery.

Essential Functions

1 Collaborates with other city emergency management personnel and local, state or federal officials when preparing for, responding to, or recovering from disasters; provides leadership in the Emergency Operations Center and coordinates activities.

2 Develops, builds, and sustains partnerships with other agencies and organizations involved in emergency management and public safety; provides exceptional project management in the development and implementation of emergency management projects.

3 Consults, communicates, and engages with area institutions, including hospitals and schools, to determine their needs and to ensure the facilitation of programs in the event of disasters.

4 Coordinate appropriate disaster response or crisis management activities in the event of a disaster, including the implementation of plans and programs.

5 Inspects city facilities and equipment used in emergency management operations to ensure their functionality.

6 Develops and performs tests and evaluations of emergency management plans in accordance with state and federal regulations; assists in the update and implementation of the Emergency 7 Action Plans and other emergency planning.

8 Reviews and analyzes emergency management plans and procedures and make recommendations for revisions; evaluates Emergency Operations Center and suggests improvements.

9 For ECR (Emergency Management and Crisis Response) department, Training & Exercise

9.1 Develops, maintains, and updates the City of Dallas Multi-Year Training and Exercise Plan.

9.2 Designs exercises utilizing the principles of the Homeland Security Exercise & Evaluation Program (HSEEP)

9.3 Coordinates with Federal, State, and private partners to schedule/host relevant emergency management trainings.

9.4 Facilitates hotwashes and leads the development of After-Action Reports and Improvement Plans, tracks the status of after-action items. 

10 For ECR department, Operations Technology

10.1 Manages, coordinates, and facilitates the departmental Operations Technology program, including Emergency Operations Center technology, alert and warning technology, and other systems that support emergency management operations.

10.2 Evaluates and plans software and hardware purchases to maintain and improve systems and deliverables; prepares and compiles cost analyses of maintenance and enhancement of existing programs and hardware.

10.3 Trains and educates users, technicians, and less experienced personnel in using departmental systems.

11 Performs any and all other work as needed or assigned.

MINIMUM QUALIFICATIONS

EDUCATION:                                                                                                

  • Bachelor’s degree (or higher) in public administration, emergency management, security management, public safety, crisis/risk management or related field.

EXPERIENCE:

  • Four (4) years of experience in emergency, disaster, and/or crisis management.
