Job Description:
Pay range is $40.088 -$59.095 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.
Job responsibilities include but are not limited to:
• Oversee consultant procurement (preliminary engineering, environmental services, and construction engineering) for all Local Public Agency Projects.
• Assure all state and federal procurement laws are followed.
• Assist in the development of Scope of Work and hours for consultant procured projects.
• Develop Independent Cost Estimates (ICE).
• Conduct negotiations with consultants for Scope and Hours.
• Participate in the consultant selection process with Local Public Agencies.
• Review and modify, as needed, agreement language and Scopes of Service language and tasks.
• Supervise at least one Project Coordinator responsible for the delivery of federal-aid projects for Local Public Agencies.
• Monitor NDOT project scheduling system (Clarity) to determine progress status of projects and determine and communicate needed adjustments in the agreements tracking system (ACT).
• Ensure agreements and related documentation are properly stored in OnBase.
• Perform other duties as assigned.
Requirements / Qualifications:
Minimum Qualifications: Bachelor's degree in an engineering discipline and experience performing professional level engineering assignments in those specific fields applicable to the functions assigned to the position. Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at time of employment or be able to obtain such license within 90 days of employment.
Preferred Qualifications:
- Experience with NDOT policies and procedures and the overall operation of the agency.
- Consultant procurement experience.
- Experience using Microsoft Word/Excel/Outlook programs, OnBase, Clarity, and Mainframe applications (ACT).
Other:
- A valid driver's license or the ability to provide independent authorized transportation is required.
- Travel 2 – 3 days a month is typically required.
- Regular and reliable attendance is also required.
Knowledge, Skills, and Abilities:
- Knowledge of functional relationships between various NDOT divisions/districts.
- Knowledge of federal and state rules and regulations and department policy; federal regulations, State statutes, and NDOT policies and standards governing agreement development and administration.
- Knowledge of agreement preparation and legal issues involved in agreements between the department, consultants, and various other entities.
- Exceptional organizational skills.
- Ability to proficiently use computer and associated programs to access OnBase, project monitoring and agreements tracking systems and databases.
- Ability to communicate verbally clearly and effectively and in written form.
- Ability to establish effective working relationships with internal and external customers.
