Job Title: Site Contract Staff Support Supervisor/Clinical Counselor (Djibouti, Africa)

Summary

Site Contract Staff Support Supervisor:

The Staff Support Supervisor provides staff support for multiple locations where Zeiders provides services under the Commander Navy Installations Command (CNIC) Fleet and Family Support Program (FFSP) Support Contract. This position may support a wide range of geographic locations within nine of the Navy’s regions worldwide. The Staff Support Supervisor is responsible for ensuring that contract related activities including local government interface, personnel management and budget management are conducted in accordance with Zeiders corporate policies and management philosophy. The Staff Support Supervisor is responsible for staffing, training, administrative oversight, monitoring of budgets, property management (if applicable), quality control, and liaison with the local government points of contact (Contract Technical Assistants). The Staff Support Supervisor works as part of an integrated contract management team that includes the CNIC Division Director, CNIC FFSP Global Project Manager, CNIC FFSP Global Deputy Project Manager, Staff Support Manager and corporate operations staff.

Clinical Counselor:

Clinical counselors provide assessment and short-term, solution focused counseling services to eligible individuals, marital or intimate partners, families, and/or groups.

Responsibilities

Site Contract Staff Support Supervisor:

Responsibilities include but are not limited to the following:

  • Government Interface: Establishes and maintains effective working relationship with the local government points of contact (Contract Technical Assistants) assigned to this contract. Responds to concerns/questions regarding contract performance.
  • CNIC Division Director, CNIC FFSP Global Project Manager, CNIC FFSP Global Deputy Project Manager and Staff Support Manager: Provides information to the CNIC Global Staffing contract senior management team regarding contract performance and compliance. Provides input to the required monthly and quarterly reports. Seeks senior management consultation regarding policy exceptions and personnel issues.
  • Contract Staffing: Follows corporate recruiting and contract specific processes to advertise, recruit and hire contract staff. Ensures new employee participating in initial Zeiders’ staff orientation and oversees job-related orientation and training compliance. Collects all required employee paperwork.
  • Staff Support: Serves as the primary corporate management resource for staff at field locations. Ensures that staff has the necessary resources to fulfill their job responsibilities. Provides regular, scheduled supervision and performance management feedback either telephonically, via web conferencing or face to face when on site. Ensures that staff complies with corporate policies regarding timekeeping, paid time off, and reporting requirements. Approves timesheets and keeps leave schedules. Initiates staff appreciation as appropriate.
  • Contract Monitoring: Ensures that contract requirements are met and compliance maintained. Reviews input for monthly/quarterly reports. Advises contract senior management of any contractual issues that may result in Contracting Office action and of any anticipated or proposed adverse personnel action. Works cooperatively with the contract senior management in developing and implementing solutions to contract-related challenges. Monitors program activities and changes through interaction with contract senior management to creatively problem-solve for ensuring compliance with contract requirements and performs periodic audits.
  • Quality Control: Ensures the implementation and maintenance required Quality Control plan requirements that supports the contract objectives.
  • Training Oversight: Ensures that contract staff receive required job-related training and facilitate the approval process for government-directed training in accordance with contract requirements. Works with the CNIC FFSP Global Staff Contract Training Manager to ensure all required training standards are met and documented via the Learning Management System.
  • Staff Recruitment: Initiates staff recruiting process in accordance with Zeiders’ corporate and contract specific hiring procedures. This includes initiating the recruiting process, receiving and reviewing qualified resumes from the recruiter, interviewing qualified candidates, notifying recruiter on candidate selection, arranging candidate site visits, and submitting all required approval paperwork.
