Duties and Role:

Primarily NCOP instructor with End User and COP Manager Capability with Additional skills and knowledge of Maritime Command and Control Information System (MCCIS) and Land Command and Control Information Service (LC2IS) training delivery and course maintenance.

• Prepare, maintain and deliver theoretical and practical training on NATO Maritime C2 systems, Land C2 and NCOP functional services, including all assigned services and associated capabilities or systems. This includes the technical and administrative skills related to the operations as well as operator (end-user) focussed training.
• Carry out all required lesson preparation, including rehearsals, to ensure a smooth and professional presentation that is conducive to an effective learning environment,
• Propose changes to planned lessons and courses to improve the efficiency and effectiveness of the training provided and implement these changes in conjunction with other instructors and SME Instructor approval,
• Supervise and conduct training delivery in a Mobile Training Team (MTT) and e-learning courses where required,
• Liaise and engage with relevant C2 domain agencies in order to support NATO Operations and Exercises including planning, coordination, execution and evaluation. Provide mentoring and advice as required.
• Participate and support C2 Capability development, trials, projects, service delivery and training material development,
• Contribute toward the development of C2FS domain interoperability training and synchronisation of Functional Services information exchange methodology,
• Apply NCI Agency Academy Quality Assurance Policies,
• Maintain a high level of domain expertise and awareness as a recognised C2 SME,
• Deputize for higher-grade staff as required,
• Perform other duties as required

Requirements

Skill, Knowledge & Experience:

• The candidate must have a currently active NATO SECRET security clearance
• Graduate of at least one of the following NCI Academy courses:

i. A9054 NCOP End User/A9048 NCOP Information Manager courses

ii. A0271 – MCCIS RMP Operator/A0273 MCCIS Site Administrator courses,

iii. A0450 LC2IS End User/A0451 Information Manager/A9007 – LC2IS Site Administrator courses

• Technical knowledge of at least one of the NATO C2 functional services: MCCIS, LC2IS, NCOP.
• System management experience of managing MOSS, SQL and Biztalk servers. Knowledge and experience of computer system architectures, client/server, LAN/WAN and networking concepts, naming services, database management, scripting techniques, Unix/Linux

Desirable:

• Knowledge and experience of Combined, Maritime or Land Operations
• Knowledge and experience of NATO Joint, Land and/or Maritime C2 planning and tasking systems
• NATO A0970 CIS Technical Instructor Course
• Experience in providing training to both non-technical personnel and technical specialists. (A national qualification, 'competency' or certification in teaching or instructional techniques for IT)
