Job Description

BryceTech is seeking an experienced Junior Procurement Officer to join our team and support our Federal Government Customer. The Senior Procurement Officer, SME will provide support to the Department of Health and Human Services (DHHS) Administration for Strategic Preparedness and Response (ASPR), Professional Technical and Medical Staffing Support Services to provide logistics, management, analytic and procurement staffing support services to HHS-Coordination Operations and Response Element (H-CORE) Support Services. 

The Senior Procurement Officer, SME will have experience working with Senior Leadership and Federal/Civilian Agencies and or Military Services. Contract Place of Performance is customer site in Washington D.C. The position will report to the Public Health Division Manager.

Primary Responsibilities: 

  • Coordinate project oversight from inception through transition with attention on programmatic metrics and milestones (e.g., cost, schedule, and adherence to contractual requirements).
  • Draft and/or review acquisition documentation and presentations in support of major milestones, project reviews, or other project presentations.
  • Analyze and evaluate project plans and metrics to align with H-CORE mission and programmatic goals. Identify project risks and problems and assist with mitigation strategies.
  • Evaluate raw data generated from acquisition projects and provide recommendations to USG.
  • Provide recommendations to facilitate decision-making.
  • Consult and provide strategic, research-based advice on procurement strategies, acquisition plans, and other procurement related activities.
  • Coordinate across agency and COVID-19 or, as appropriate, other public health response leadership, stakeholders, interagency partners, and potential user communities.
  • Develop and edit documents, including, but not limited to, meeting summaries, and briefing materials for senior level review and provide briefings to senior leaders when required.
  • Assist with the design, procurement, tracking, execution, and closure of H-CORE acquisition and other projects and contracting efforts.
  • Provide update reports to H-CORE and/or ASPR leadership as required.

Qualifications

REQUIREMENTS (i.e., Education, Experience):

Basic Qualifications:

  • Bachelors’ degree in Public Administration, Business Management/Administration, or a related field.
  • Five (5) years of experience in federal contracting acquisitions or acquisition support and documenting and drafting business requirements.

Required Skills:

  • Experience performing purchase order/task order contract pre-award functions such as reviewing and assisting customers with the preparation of procurement requests, requests for contacts, statements of work, and sole source justifications; assisting customers with market research.
  • Experience preparing solicitation documents; obtaining quotes/proposals; reviewing quotes/proposals; making recommendations to the Contracting Officer for source selection; and preparing associated pre-award and award documentation for Contracting Officer review.
  • Experience performing purchase order/task order/contract post-award functions such as processing unilateral and bilateral modifications and closing out awards after expiration of the award.
  • Experience ensuring accurate terms and conditions are included in award. Providing advice and assistance to program officials on administration issues;
  • Experience assisting Senior Level Procurement Officers with researching applicable regulations, policies, and guidance documents for contact management issues (pre-award, post-award, allowable costs, invoices, etc.);
  • Experience assisting with the preparation of Acquisition Plans, Performance Work Statements, Requests for Task Order Proposal, Justifications for Other than Full and Open Competition in accordance with FAR part 6, and other required documentation;
  • Experience drafting of file docum
