Your Specific Responsibilities:
This is a highly responsible professional position as Contract Manager in the Violence Prevention Program, Violence and Injury Prevention Section, Bureau of Family Health Services, Division of Community Health Promotion. This position reports to the Section Administrator. Duties include, but are not limited to, the following:
Serves as a contract manager as required by section 287.057 (13), Florida Statutes (F.S.) for the program. Responsibilities include assisting in the development and execution of contracts, amendments, and renewals; resolution of challenges presented by the providers; quality assurance of provider method and approaches; and evaluation and analysis of deliverables, including fidelity of evidence-based strategies. This also includes timely processing of invoices, updating and maintaining contract file forms, contract monitoring (fiscal, administrative, and programmatic) and ensuring providers are compliant with all state and federal regulations. Provides technical assistance and training to providers as necessary.
Monitor online systems for tracking payment including the Financial Information System (FIS), the Florida Accountability Contracts Tracking system (FACTS), and the Florida Department of Financial Service (FLDFS) Vendor Payments. Respond to internal assignments from Division and Bureau Contract Liaisons including return on investment, budget projection, and adherence to policies and procedures.
Assists with submission of federal grant applications and deliverables, as well as state reports, including the Sexual Battery Victims Access to Services Act annual report to the legislature.
Required Knowledge, Skills, and Abilities:
Knowledge of violence and injury prevention; data collection and analysis; contract management; purchasing rules and procedures; ability to collect; evaluate and analyze data to develop alternative recommendations; ability to form consensus and solve problems; work effectively within a time sensitive environment; document workflow and other activities relating to the improvement of operational practices; create and organize information into logical formats for presentation in reports, documents, and other written materials; create and conduct training programs that result in positive feedback from attendees; ability to create effective promotional and educational documents including brochures, newsletters, etc.; conduct fact-finding research; utilize problem-solving techniques; works independently; ability to read, interpret and apply applicable federal, state, and departmental rules, regulations, standards, policies and procedures; plan, organize, and coordinates work assignments; writes and communicates effectively and establishes and maintains effective working relationships with others (strong communications skills - both written and orally). Proficient with Microsoft Word, Excel, PowerPoint, and Outlook.
Qualifications:
Bachelor's degree or equivalent work experience. Contract Manager - Serves as contract manager as required by section 287.057(15), Florida Statutes. Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
