Overview
The Sr. Administrator, Wellness & Employee Engagement leads the strategy, execution, and continuous improvement of programs that elevate employee wellness, engagement, and belonging. This role combines vision and operational excellence, applying data-driven insights to design initiatives that enhance the employee experience, strengthen organizational culture, and build civic pride.
A key responsibility includes publishing and maintaining relevant, high-quality digital content to ensure employees can easily access resources, participate in programs, and stay informed. Through partnerships, community outreach, and inclusive engagement strategies, this leader will connect the workforce with each other, the organization’s mission, and the City of Dallas community.
Essential Functions
1 Design, implement, and refine a holistic wellness and engagement strategy based on the City’s Five Pillars of Well-Being
2 Use analytics from benefits and wellness vendors, engagement surveys, participation dashboards, and program metrics to adjust strategies for maximum impact
3 Maintain partnerships with health providers, nonprofits, and community organizations to expand employee resources
4 Develop initiatives that link employees to Dallas’ cultural, volunteer, and community opportunities
5 Foster cross-departmental and external collaborations that build inclusion and civic pride
6 Create, analyze, and act on findings from recurring employee engagement surveys
7 Lead recognition programs at multiple levels (peer-to-peer, spot awards, citywide celebrations)
8 Oversee the creation, publication, and ongoing maintenance of digital content — including newsletters, intranet pages, and multimedia updates — to keep wellness and engagement resources accessible, timely, and relevant
9 Deliver manager training on engagement, inclusive leadership, and wellness practices
10 Support leaders in fostering trust, communication, and values-based team cultures
11 Drive culture change projects that embed equity, belonging, and well-being in daily operations
12 Manage change communication plans, feedback loops, and stakeholder engagement for smooth organizational transitions
13 Monitor participation data, health metrics, and survey results to evaluate program effectiveness
14 Share results and success stories through reports, dashboards, and interactive digital formats
15 Ensure transparency and accountability in program evolution

MINIMUM QUALIFICATIONS
EDUCATION:
Bachelor’s degree in Public Health, Business, Public Administration, Human Resources, Organizational Psychology, or Social Science field.
EXPERIENCE:
Six (6) years of experience managing wellness, engagement, organizational development, or training programs.
AND
Three (3) years of management or supervisory experience.
PREFERRED QUALIFICATIONS
Master’s degree or relevant professional certification (Corporate Wellness, OD, HR).
Public sector or large organization experience.
Strong background in survey analysis, program evaluation, and digital content strategy.
