The Job:
Stanley Black & Decker is looking for a Foreign Trade Zone Administrator (FTZA) who will be responsible for the day-to day operations of our 3 FTZs (Two are is distribution, and one is a manufacturing plant). This position will also support any I/T project implementations of new FTZs as needed. The FTZA should be familiar with receiving, inventory control and manufacturing (inverted tariffs), as well as domestic and export shipping. The FTZA will need to have knowledge of Foreign Trade Zones Board regulations, and Customs regulations, and how these apply to FTZ operations. The FTZA must be aware of all aspects of operating a zone. Ability to work overtime and occasional weekends during business-critical times.
As a Foreign Trade Zone Administrator Associate, you’ll be part of our Distribution Center team located in Fort Mill SC. You’ll get to:
- Manages/processes daily Admissions into the FTZ (CF214) and weekly 3461 and 7501 filings.
- Ensures accuracy of IP Filings to Broker’s Filings
- Ensures product movements into and out of the zone are properly accounted for in Customs filings.
- Performs daily inventory reconciliation between SAP and our FTZ software. Works with warehouse and within MRP software to troubleshoot discrepancies
- Will actively support any new FTZ implementations as needed
- Maintains FTZ files and retain FTZ records as required by Customs law
- Manages exports from the FTZ (CF7512)
- Provides quarterly Harbor Maintenance Fee payments
- Performs quarterly internal audits of Zone operations and reports results to management.
- Participates and prepares for all CUSTOMS Audits
- Stays current on legislation changes impacting foreign trade zones.
- Updates SOP’s as needed.
- Provide FTZ/ compliance training to personnel within the zone.
- Monitor Scope of Authority for manufacturing FTZ
- Possess working knowledge of all requirements of the FTZ activities.
- Act as liaison with other functional areas within the organization to ensure the information systems are maintained, updated and accurate for FTZ reporting and compliance purposes. The FTZA will consult DC personnel on export procedures and documentation.
- Updating and maintaining the Operations Manual and exhibits.
- Drives and monitors the savings associated with the FTZ operations
- Provides annual FTZ reports (Yearly Blanket CBP form 216, OFIS ANNUAL FTZ REPORTING, Annual Reconciliation, Certification Letter )

- Education and Work Experience: Technical/Functional Competencies:
- Strong computer skills (MS Word, Excel, Outlook, PowerPoint) proficient in pivot tables, VLOOKUP, concatenate
- Process-oriented and able to apply technology to the solution of real business problems.
- At least 2 years of trade compliance experience; FTZ administration experience and/or a Licensed Customs Broker desirable
- Bachelor’s degree.
- SAP, IP FTZ, WMS.net software knowledge extremely beneficial.
- Advanced computer skills Proficient in Integration Point, SAP, and Microsoft Office software systems.
- Strong analytical skills, Proficient in Excel: pivot tables, VLOOKUP, concatenate
- Strong communication skills (written and oral) and presentation skills
- Good interpersonal skills – can communicate with all levels of the organization.
- Knowledge of distribution, transportation, warehousing, manufacturing operations helpful,
