Description

Under supervision of the Director of Administration, oversees and directs the Oil and Gas Conservation Division (OGCD) of the Oklahoma Corporation Commission (“Commission”, “OCC”) and its administrative rules, regulations, and orders of the Commission relating to oil and gas conservation and production, the protection of correlative rights, and the prevention of pollution, resulting from petroleum industry-related activities in the State of Oklahoma.

This position makes independent decisions related to the enactment of regulation and the filing of regulatory cases before the OCC on behalf of the OGCD. This position works with the Director of Administration on budgetary and personnel matters.

Examples of Areas of Responsibility

• Administers and directs the statewide operations of the OGCD and Division operations with other Commission divisions. This includes managing personnel in multiple district offices and in each county of the State.
• Directs and supervises the preparation and implementation of the budget for the OGCD in collaboration with the Director of Administration and the OCC Chief Financial Officer.
• Directs and supervises Division personnel practices; recommends new staff selection, promotions, and additional personnel actions to the Director of Administration; and directs training for Division staff at all levels in addition to supporting OCC training mandates and goals.
• Advises the Commissioners regarding Division operations and of changes in legislation, regulations, and/or industry trends, which impacts oil and gas industry operations in the State of Oklahoma.
• Reviews and approves staff operational, procedural and policy recommendations and serves as senior advisor on oil and gas cases in presenting the OGCD’s position to the Commission and other stakeholders.
• Provides the OGCD’s responses to inquiries and requests for information from the Legislature, industry, and the general public in coordination with other OCC personnel and divisions. Assists the Commissioners and Director of Administration in developing and drafting proposed legislation.
• Represents the OGCD and/or Commission on various advisory groups, at public hearings, and in group meetings; and represents the Commission in oil and gas complaint filings.
• Files cases for enforcement, inquiry, and other matters related to the state’s oil and gas industry before the OCC in collaboration with the Division’s assigned attorneys.
• Performs related work as required and assigned by the Director of Administration or by majority vote of the Commission.

Knowledge and Skills

Knowledge of the public sector’s management practices and principles; Commission operating policies and procedures; State and Federal legislation, Commission rules, and regulatory procedures governing the operation of the OGCD.

Skills analyzing and directing the resolution of complex management and program issues; communicating effectively in both oral and written form; establishing and maintaining effective working relationships with others, including but not limited to, state officials, industry representatives, and the general public; planning, coordinating, and evaluating the activities of the OGCD; and directing others in carrying out Commission goals.

Must have extensive knowledge of Oil and Gas operations. Technical, environmental, economic, and social matters must all be considered when enforcing regulatory matters at OCC. The ideal Director will be able to work with all stakeholders to unify differing ideas with the end goal being a balanced approach that supports the states’ economy in balance with the need to protect its environment and serve public needs.

Education and Experience

A Baccalaureate degree from an accredited college or university in a related field or in general management. Must have a minimum of ten (10) years experience in the Oil and Gas industry as well as ten (10) years senior management experience.

Ideal candidates will have experience in one or more of the followi
