At RIVA, people are our #1 priority. Project DescriptionThe Patent Trial and Appeal Case Tracking System (P-TACTS) is the official electronic filing system used by the U.S. Patent and Trademark Office's Patent Trial and Appeal Board (PTAB). It supports the filing, management, and tracking of legal documents related to inter partes disputes, such as Inter Partes Review, Post Grant Review, Covered Business Method proceedings, and Derivation Proceedings. These proceedings were established under the America Invents Act (AIA) to allow third parties to challenge the validity of issued patents. P-TACTS streamlines participation in these proceedings by enabling petition submissions, responses from patent owners, and the performance of other procedural actions—all electronically. It ensures that case management aligns with regulatory and procedural standards, providing a centralized platform for all parties involved in these legal processes. Position DescriptionWe are seeking a skilled DevSecOps Cloud Engineer to support the modernization of the Patent Trial and Appeal Case Tracking System (P-TACTS) for the U.S. Patent and Trademark Office (USPTO). This role plays a critical part in our ongoing efforts to transition the system from an on-premise environment to a secure, scalable AWS cloud infrastructure. The ideal candidate will bring deep expertise in DevSecOps practices, cloud architecture (AWS), and Infrastructure as Code (IaC) using Terraform, with a particular focus on automating and optimizing CI/CD pipelines via GitLab. As a core member of the P-TACTS team, you will be responsible for designing, implementing, and managing GitLab runners, executors, and pipelines through Terraform to support the secure and efficient deployment of application components. Your contributions will directly support the mission of streamlining legal document processing and case management for inter partes patent proceedings by ensuring the underlying infrastructure is robust, compliant, and cloud optimized. Responsibilities

• Infrastructure as Code (IaC): Design, implement, and maintain reproducible cloud infrastructure using Terraform, focusing on security, scalability, and automation.
• GitLab Automation: Develop and manage GitLab CI/CD pipelines, runners, and executors using the GitLab Terraform provider to support modern DevSecOps workflows.
• Cloud Migration & Integration: Lead the integration and migration of on-premise infrastructure to AWS, leveraging best practices in architecture, networking, and security.
• CI/CD Pipeline Optimization: Streamline software development and deployment lifecycles by automating builds, tests, and releases across GitLab environments.
• Containerization & Orchestration: Build and manage Docker containers, ensuring image optimization, security hardening, and performance alignment with P-TACTS application needs.
• Auto-scaling & Monitoring: Configure AWS auto-scaling policies and monitor performance metrics to maintain responsive, resilient, and cost-efficient operations.
• Collaboration & Enablement: Partner with developers, security engineers, and product teams to implement DevSecOps principles, improve deployment reliability, and accelerate release cycles.
• Documentation & Knowledge Transfer: Develop and maintain documentation on IaC, CI/CD workflows, and cloud infrastructure to support knowledge sharing and operational continuity.

Requirements

• Hands-on Expertise in GitLab: Advanced experience managing GitLab CI/CD pipelines, runners, and GitLab Terraform provider configurations in production environments.
• Infrastructure Automation with Terraform: Deep understanding of Terraform for IaC and proven success in provisioning and maintaining cloud infrastructure (AWS preferred).
• Cloud Platform Proficiency: Strong working knowledge of AWS services such as EC2, S3, IAM, CloudWatch, VPC, Lambda, and RDS.
