Summary

The Finance Section Chief is responsible for supporting the Emergency Operations Center or client site as a section Chief. The Finance Section Chief will play a critical role overseeing all financial, administrative, and cost analysis aspects of the incident. The position will be guided in all activities by ACDC’s Corporate Values Platform.

Reporting Division: Response
Compensation: $35-42/hour
Travel/Location: Remote with travel up to 50% travel/deployment
Tasks, Duties, and Responsibilities

- Assist on portions of projects and ensure all aspects are completed as outlined in the contract scope of work and timeline.
- Attend meetings and conference calls with clients.
- Maintain currency of and compliance with applicable state and federal policies, procedures, and guidance documents for applicable roles.
- Manage all financial aspects of an incident.
- Managing the funding process and ensuring that all financial practices and accounting records are in conformance with the organization's practices and procedures and generally accepted accounting principles are utilized.
- Utilizing different financial and information systems to analyze and process financial data, reports, and records pertinent to stakeholders.
- Establish operating financial, accounting, and reporting systems and plans.
- Provide advice and solutions to managers on difficult financial issues.
- Provide financial and cost analysis information as requested.
- Gather pertinent information from briefings with responsible agencies.
- Meet with appropriate stakeholders and provide reports and updates as needed.
- Maintain contact with clients on Finance/ Administration matters.
- Ensure that all required documents are properly prepared and completed.
- Brief appropriate partners on all incident related financial issues needing attention.
- Maintain and create all appropriate records.
- Perform all other duties as assigned.

Requirements
Experience and Education Required
- Bachelor’s degree in Finance/Accounting.
- Five or more years’ Experience as a Senior Financial Manager or Comptroller in Federal, State or Local Government or Military or experience in private industry as a Senior Financial Manager, Comptroller, Vice President of Finance or Chief Financial Officer.
- Experience and knowledge of working within the Incident Command Framework at state or federal levels.
- Experience with financial management applications.
- Experience in a financial leadership role.
- Experience working in an Emergency Operations Center or disaster response.
- Experience and knowledge of working within the Incident Command Framework at state or federal levels.
- Capable of critical decision-making in a highly charged and dynamic environment.
- Proficient in Microsoft Office 365, particularly Excel.
Experience and Education Preferred
- Five or more years professional experience in emergency management.
- Master’s degree in finance/Accounting, Emergency Management or a related field.
- Applicable Certifications:
- Certified Public Accountant (CPA)
- Proficient with Salesforce.
- Proficient with Web EOC
- ICS position-specific certification preferred.
