Job Description

As Senior Engineer, Permitting and Joint Use, your responsibilities are to coordinate with outside plant network engineering and with our construction partners to ensure all applicable permits and pole applications are accurate, complete, and submitted on-time for review and approval by municipalities, homeowner’s associations (HOAs), pole owners and all other reviewing bodies as to not impede the Brightspeed FTTP build plan of record.  You will be required to maintain detailed project plans and reporting and be responsive to inquiries from different team members, executives, and reviewing bodies to prevent procedural delays. 

This position will report to the regional Senior Manager, OSP Engineering and is responsible for a key part of the successful implementation of the Brightspeed FTTP build.  This role requires knowledge of outside plant network construction and all dependencies regarding permits and permissions required to install cable plant in the field across aerial and buried applications.  The Senior Permitting Engineer works with the design team and our construction partners to ensure the FTTP build projects stay on track by lining up permits and expediting the permit process. In this role, you may work with engineers, architects, and design staff to ensure permit applications contain every required item to avoid costly delays in the review process. Responsibilities include creating and maintaining project plans to ensure timely approvals and permissions are in-place and on-schedule to support an uninterrupted sequencing of work for our construction partners to meet or exceed the Brightspeed FTTP build plan.

In addition, as the Senior Engineering Permitting and Joint Use you will need to maintain a forward-looking posture and partner with regional Brightspeed regulatory and governmental affairs to provide a strategic view of permitting needs 12-18 months in advance of construction.  The role may also include coordination of related projects such as Rural Digital Opportunity Fund (RDOF) opportunities to ensure we meet business goal

The responsibilities of an Senior Engineer Permitting and Joint Use are but not limited to: 

  • Oversee the accurate, timely, and complete submissions of all permits and requests for permissions to municipalities, homeowner’s associations (HOAs), pole owners and all other reviewing bodies as to not impede the Brightspeed FTTP build plan of record. 
  • Maintain detailed project plans and reports to inform accurate responses to inquiries from different team members, executives, and reviewing bodies to prevent procedural delays. 
  • Create and maintain permitting project plans that align with the overall FTTP build plan and ensure timely approvals and permissions are in-place and on-schedule to support an uninterrupted sequencing of work for our construction partners to meet or exceed the Brightspeed FTTP build plan.
  • Partner with Brightspeed regulatory and governmental affairs teams to provide a forward-looking plan and a strategic view of permitting needs 12-18 months in advance of construction.

 

Qualifications

WHAT IT TAKES TO CATCH OUR EYE:

  • Bachelor’s degree or 5-* years of directly related work experience
  • Experience with permitting agencies and processes such as state departments of transportation (DOT), local municipalities, Homeowners Associations (HOA), and private right of way owners
  • Experience with outside plant (OSP) engineering and construction processes and specifically processes involving the placing of aerial, underground and buried telecommunications facilities
  • Strong leadership, project management, and organizational skills
  • Innovative, strategic thinker and decision maker.
  • Strong problem solving and execution skills in driving transformation and change.
  • Excellent verbal and written communication skills.
  • Experience managing large multi-state projects.
  • Experience with working with municipalities and utility partners.
  • Experience managing larger region
