Agency Description
The First Judicial District of Pennsylvania (“FJD”) is the Philadelphia County Court System and is composed of two courts: the Court of Common Pleas and the Municipal Court. The mission of the FJD is to adjudicate cases and provide services to the community within our jurisdiction while ensuring fair, timely, and accessible justice to the people of Philadelphia. The FJD is part of the Unified Judicial System reporting into the Pennsylvania Supreme Court of Pennsylvania.
Job Description
This is beginning level professional position developing knowledge and technical skills in activities related to juvenile justice victim advocate services.
Employees in this class participate in various phases of rights and services to victims in the juvenile justice system outlined in the Crime Victims Act, PCCD Consolidated Standards and Juvenile Court Procedural Rules. At this level the employee receives increased responsibility and progressively expanding caseload as their training and experience increases.

Essential Functions
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Performs a variety of field and office tasks under the direct supervision of a higher-level court administrative officer or other organizational superior.
- Advocates on behalf of victims and witnesses.
- Provides victim rights information as outlined in the Crime Victims Act (including but not limited to notification, accompaniment, assistance with victim impact statements and crime victim’s compensation assistance).
- Accompany victims through the juvenile justice proceedings.
- Serves as direct contact for victims to address concerns resulting from victimization.
- Assists in filling out victim related forms such as Victims Compensation Assistance Program.
- Participates in required training programs, reads manuals, text, and other pertinent material to develop required skill level.
- Serves as liaison between victim and probation officers.
- Advocates and assists with the follow-up/collection/payment of court ordered restitution.
- Offers supportive counseling to victims and makes referrals as needed or requested.
MARGINAL FUNCTIONS
Performs other related work as required.
ENVIRONMENTAL CONDITIONS
Standard office, clerical, and courtroom conditions.

Competencies, Knowledge, Skills and Abilities
- Considerable knowledge of English usage and grammar.
- Considerable knowledge of verbal and written Spanish language usage and grammar (if applicable).
- Ability to learn the principles and practices required in the technical or administrative field to which assigned.
- Ability to analyze facts and to exercise sound judgment.
- Ability to present ideas effectively, both orally and in writing.
