SUMMARY

CDOT is recruiting an experienced manager who can lead the dynamic work of our Land Development Section in the Development Services Division. This is a unique and exciting opportunity to support and shape Charlotte’s fast-paced growth and development. This position represents CDOT in a multi-departmental team located in the CLT Development Center.

The Land Development Section Manager is a prominent and high-profile position that supports CDOT’s management and coordination of transportation review and approval for commercial plans, subdivisions, and rezoning petitions. This position supervises a team of ten (10) and reports to CDOT’s Development Services Deputy Division Manager.

The Land Development Section Manager requires a high level of independent judgment, initiative, organizational and great communication skills. The Land Development Section Manager works well in a collaborative environment, both with the development community and the public. This position requires regular coordination with other city departments in implementing plans, policies, regulations, and procedures to further enhance Charlotte’s multimodal transportation network for motorists, transit riders, pedestrians, and cyclists.

Major Responsibilities:

Leadership & Communication

  • Proactively identifies and tracks critical projects and issues, regularly communicating to the Division Managers topics that require input or direction from Department Leadership.
  • Represents CDOT as a senior member on land development and transportation issues including communicating technical information and answering questions from property owners, neighborhood representatives, and various community stakeholders.
  • Works directly with the Development Services Division Deputy Division Manager to coordinate the Land Development permitting process with rezoning petitions.

Land Development Process Management

  • Strengthens the quality and efficiency of service delivery, regularly tracking workload and adapting processes and technical materials.
  • Adapts resources and responsibilities to support staff morale and workload balance while meeting customer expectations.
  • Builds and maintains partnerships with City staff within the CLT Development Center.
  • Works closely with other CLT Development Center leaders to update and maintain interdepartmental processes related to permitting activities.

Staff Management and Development

  • Builds and fosters a professional environment that reflects a high value on customer service, collaboration, preparation, work quality, and appropriate professional behavior.
  • Works directly with the Development Services Deputy Division Manager to mentor and supervise staff, identifying and targeting areas of growth and development.
  • Works directly with the Development Services Deputy Division Manager to recruit and hire highly skilled and motivated professionals to create and sustain a working environment that supports staff retention, professional growth, and development.

Regulation and Policy Implementation

  • Implements regulations, policies, and guidelines, balancing the interpretation of regulations with professional judgment, flexibility, and best practices.
  • Works directly with the Development Services Deputy Division Manager to aid in CDOT’s negotiation and identification of transportation projects and mitigations with a problem-solving approach that identifies shared solutions and differentiates between ordinance requirements and professional requests.
  • Builds and maintains partnerships with NCDOT to coordinate transportation review, mitigation, and investment projects.

Customer Service

  • Models excellent customer service, ensuring that all customers are treated promptly and professionally.
  • Meets customer service expectations, working with the Development Services Deputy Division Manager to hold Section staff accountable for setting and tracking customer service goals (e.g. on-time review targets & response times) and adapting resources to achieve targets.

Knowledge, Skills, and Abilities:

  • Ability to communicate effectively with diverse audiences. Act as a public advocate while enforcing good traffic/transportation engineering standards for access, safety, design, construction, and improved traffic operations. 
  • Requires strong interpersonal skills in communication, leadership, decision-making and innovation.
