This position is primarily an independent, complex administrative, consultative, and technical position, providing managerial direction and operations coordination to Area 1 HIV/AIDS Program (Escambia, Okaloosa, Santa Rosa, and Fort Walton Counties). The position performs a wide range of duties under the supervision of the Public Health Services Manager – SES.   This position spends the majority of the time engaged in supervisory responsibilities for assigned program activities in a state and local Department of Health concerning Human Immunodeficiency Virus (HIV) / Acquired Immune Deficiency Syndrome (AIDS) Surveillance, HIV/AIDS Contract Management, HIV/AIDS Prevention, Early Intervention, and AIDS Drug Assistance (ADAP) programs. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.  Travel may be required.

General Program Development and Management:

Act as the liaison with the Florida Department of Health (FDOH) HIV/AIDS Section, the local regional Departments of Health, and the community on HIV/AIDS issues.  Educate the community on FDOH and local Departments of Health goals, objectives, and available programs and services.  Participate in statewide, regional, and county HIV/AIDS program planning, development, and evaluation, as needed. Initiates and directs the development of policy material. Responsible for providing technical assistance and monitoring of regional program services. Plans workloads, workflows, deadlines, work objectives and time utilization with employees.

Maintain positive communications with the Administration and Directors of Nursing in the regional counties. Maintain knowledge of HIV/AIDS policies, guidelines, statutes, rules, and protocols. Provide technical assistance to the community regarding confidentiality, testing, need-to-know, and reporting issues.  Ensures that all data set(s) under this position’s responsibilities are available to those who need to know, protects the integrity of those assigned data set(s), and assists the Information Security Coordinator as needed to comply with policies and procedures described in Security Policy 3 - areas of responsibilities.  Assist the HIV/AIDS Section Quality Improvement Liaison with scheduling site visits to County Health Department (CHD) locations in the region. Supervises and administers the quality assurance activities of the regional program services. Maintain knowledge of local HIV/AIDS funding and work closely with the Public Health Services Manager E - SES and the Health Medical Executive Director – SES regarding HIV/AIDS expenses and the development of spending plans.  State purchasing (P-Card) holder responsible for abiding by purchasing guidelines, including documentation, justifications, and reporting.

 Coordinate with staff and community partners for outreach events. Ensure reports are submitted to the HIV Section of the DOH Central Office on time. Participate in monthly HAPC conference calls. State abreast of current legislation, activities trends and funding sources relative to HIV care. Ensure that all relevant HIV/AIDS, contracts, MOAs, and MOUs (responsibility of EIC) are appropriately managed and monitored by working with the EIC and contract manager to assure that they are meeting their HIV contract management responsibilities. Plan, develop, and coordinate an Area 1 HIV/AIDS education program for professionals, the community, and for providers. Educates the community on available programs and services (i.e., presentations and material).

Prevention:

Utilize HIV/AIDS staff to identify and develop a plan for service gaps in the region.  Coordinate special events, i.e., World AIDS Day activities, National HIV/AIDS Testing Day.  Supervise the Early Intervention Consultant (EIC). Assist the EIC in assuring HIV trainees are meeting Technical Assistance Guideline requirements.
