The Assistant Director of State & Federal Programs will be responsible for the coordination, management, and administration of guidelines and procedures to ensure that FBISD is in compliance with state and federal program statutes, regulations and rules. The incumbent will provide leadership for the development, implementation, coordination and evaluation of district systems for state and federal programs including, but not limited to, Title I, State Compensatory Education, and ESSA Private Non-Profit program services. The incumbent will support other federal program departments/budget managers and campus staff with issues related to implementation, monitoring and evaluation of fiscal requirements in federal education programs and/or State Compensatory Education (SCE).

The incumbent will provide leadership for the development, implementation, coordination and evaluation of district systems for state and federal programs including, but not limited to, Title I, State Compensatory Education, and ESSA Private Non-Profit program services. The incumbent will support other federal program departments/budget managers and campus staff with issues related to implementation, monitoring and evaluation of fiscal requirements in federal education programs and/or State Compensatory Education (SCE).
Position Description
Essential Duties and Responsibilities
Program Management
- Direct and/or support assigned federal and state programs (which may include, but are not limited to, State Compensatory Education, Title I, II, III, IV, McKinney Vento, PNP services, etc.) in collaboration with campus and district administration
- Establish and implement support structures for Other Special Populations (homeless, foster care, military connected)
- Oversee data and reporting cycles for State and Federal Programs including areas such as At-Risk PEIMS coding, ESSA compliance reporting, etc.
- Create internal systems to evaluate the effectiveness of the services and programming within the State & Federal Programs team in the Department of Accountability, Assessment, and Compliance
- Ensure alignment and support of school improvement efforts consistent with Federal and State Guidelines as outlined in ESSA and other local, state, or federal regulations and/or laws in collaboration with other departmental stakeholders such as the District Coordinator of School Improvement
- Facilitate cross departmental collaboration to ensure Title I funds are allocated and used according to local, state, and federal policies/guidelines and such use is aligned with district priorities for staffing, materials, and services
- Regulate the use of identified state and federal funds by campuses to ensure they are reasonable and necessary, allowable, and supplemental to district funds as described in the district, state, and federal guidelines
- Supervise inventory and stock control systems for equipment and supplies and recommend replacement or disposal of obsolete equipment in alignment with Education General Administrative Regulations (EDGAR)
- Plan and implement timely communication with and training of central and campus staff and/or private school administrators to ensure that program needs and guidelines are met
- Support all planning, communication, training, implementation, and evaluation related to assigned Federal, State, and local programs
- Provide support to campus staff and district administration for the understanding of and implementation of state and federal programs
- Collaborate to develop and facilitate the system for use of Title I program funds and other funds managed within the State & Federal Programs team in the Accountability, Assessment, & Compliance Department
- In collaboration with the department Director, serve as a liaison among principals, parents, district administrators, and other FBISD stakeholders regarding State & Federal Programs
- In collaboration with the Director, serve as liaison to TEA and Region 4 for state/federal programs compliance
- Collaborate with operational and instructional departments to ensure effective use of state and federal program funds.
- Collaborate to prepare professionally written memos and/or presentations to FBISD's Board of Trustees and other stakeholders
- Provide support through professional development and site visits to campuses and/or departments to ensure compliance in implementing federal and state laws as well as regulations and local board policies
