EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period
GENERAL SUMMARY
Under direction, is responsible for assuring the Head Start, GSRP (Great Start Readiness Program) and other birth to 5 program mandates and standards for excellence are met on a daily basis. This position supports development of the structure, systems and procedures to facilitate program excellence in addition to operating responsibility for fiscal, legal and programmatic aspects of the program with Agency and county leadership.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Assists in the development, implementation and coordination of the programs and activities within the Head Start 0-5 program.
Monitors and assures that program objectives and contract procedures are met within Federal, State and local guidelines and regulations; makes recommendations for improvement.
Creates partnerships and collaborative relationships with organizations and businesses to advance program development and enhance service delivery.
Develops and implements procedures and controls to promote communication and effective information flow within the organization, enabling program goals to be obtained efficiently.
Monitors and ensures that State of Michigan licensing regulations are implemented and met in program.
Oversees and ensures requirements are met for the Child and Adult Care Food Program (CACFP).
Reviews overall program operations regularly and convey information and outcomes to the Division Director, Advisory Board and Policy Council and attend meetings regularly.
Oversees the development and implementation of continuing professional development of all staff, advisory board and policy council.
Establishes and maintains relationships and partnerships with public schools, community agencies and other stakeholders.
Identifies, collects and analyzes relevant information and key data to further program development.
Prepares, monitors and approves monthly reports for the purpose of documentation, monitoring and guideline enforcement.
Creates and implements onboarding plans for new staff.
Assigns, monitors, evaluates and otherwise supervises the work activities of assigned program staff.
Leads the coordination and completion of Self-Assessment annually.
Plays a key role in the development of grant applications and Request for Proposals.
Assists in the formulation and monitoring of program budgets, to ensure compliance with budgets and program guidelines.
Operates an automobile to perform assigned job functions.
Performs related duties as assigned.
QUALIFICATIONS
Required Education and Experience
Bachelor’s Degree from an accredited college or university in Early Childhood Education, Child Development, Public Administration, Psychology, Social Work, Human Services or directly related field
Five (5) years supervisory experience, preferably working in human services, community service or early childhood education
Preferred Education and Experience
Master’s Degree from an accredited college or university in Early Childhood Education, Child Development, Public Administration, Psychology, Social Work, Human Services or directly related field
Grant administration experience
Required Licenses or Certifications
Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
