Advisors in Monitoring, Evaluation, Accountability and Learning (MEAL) to Plan International Sweden

Plan International is a development and humanitarian organisation working with children, young people, supporters and partners to build a just and equal world. We address the root causes of the challenges and inequalities children and youth face. We support children from birth to adulthood and help them prepare for and respond to crises. We work in cities, villages, refugee camps, and global decision-making spaces to create long-term change for individuals and communities. For more than 80 years, we have built strong partnerships for children and youth—especially girls and young women—and today we operate in more than 80 countries.

We are now looking for two Advisors in Monitoring, Evaluation, Accountability and Learning (MEAL):

• One permanent position as a MEAL Advisor based at Plan International Sweden in Stockholm; and
• One temporary position as a MEAL Advisor for a multi-year programme funded by the Swedish International Development Agency (Sida), to be based in one of Plan International’s Country Offices implementing the programme.

About the Roles

The main responsibility of the permanent MEAL Advisor position is to ensure alignment with global standards and to provide technical guidance on MEAL methodologies. You will help strengthen internal capacity and support the organisation in demonstrating evidence and impact. You will also provide strategic MEAL input in proposal development and support processes for project monitoring, donor reporting and learning.

The role focuses on designing programmes that deliver strong results for children and youth, while also capturing, assessing, and communicating progress and challenges. The key responsibilities of this role are to:

• Develop and implement MEAL strategies and frameworks for Plan International Sweden’s programme portfolio, aligned with global MEAL standards, and to lead efforts to integrate projects into the global MEAL framework.
• Oversee all MEAL-related work at Plan International Sweden, including technical design support, baseline preparation, target-setting, and establishing routines for reporting, learning and evaluations.
• Contribute to proposal development by integrating strong MEAL frameworks, including MEAL plans, indicators, budgeting, and donor compliance.
• Provide technical guidance on MEAL methodologies and tools across thematic areas and programme interventions.
• Offer coaching and capacity-building for staff at Plan International Sweden, Country Offices, and partners, connecting them with global MEAL support when relevant.

The focus of the temporary MEAL Advisor position will be on delivering and capturing strong results from a multi-year civil society strengthening programme. This programme is implemented in seven countries and has the overall aim of contributing to a vibrant and pluralistic civil society where children and youth, particularly girls and young women aged 10-24, are empowered, exercise their rights and enjoy gender equality.

Both positions will work closely with Thematic Advisors, Programme Specialist and colleagues in Plan International Country Offices and the Global Hub.

Required Qualifications

To succeed in these roles, you will need to have the following qualifications:

• Advanced degree in political science, international relations, law, social sciences, gender studies, humanities, or a related field.
• At least 4 years of MEAL and programming experience within the international aid sector.
• Experience designing and implementing results-based management and monitoring systems, including baselines, evaluations, and data analysis in areas such as child rights, gender equality, sexual and reproductive health and rights, and civil society strengthening.
• Expertise in methodologies including Logical Framework Approach (LFA), Theory of Change (ToC), Results-Based Management (RBM), Outcome Mapping and Outcome Harvesting and Impact Evaluation.
• Demonstrated experience in international development cooperation, humanitarian action, rights-based work, and gender equality, including work in diverse cultural contexts.
• Proven experience in proposal development for donors such as Sida, EU, UN, and private foundations.
• Proficiency in data collection and analysis tools including use of software such as KoboToolbox, PowerBI and/or Salesforces for visualization of results and monitoring.
• Strong results orientation, problem-solving skills, and proactive communication.
• Excellent written and spoken English. French, Swedish, or Spanish are assets.
