DCWP is seeking a dynamic, forward-thinking, and experienced Human Capital professional to join our team as the Director of Human Capital. In this pivotal leadership role, you will report to the Executive Director of Administration Services and oversee the full spectrum of Human Capital functions. The Director will be responsible for driving strategic initiatives, optimizing operational efficiency, and fostering a high-performance culture within the division.
Key Responsibilities include but are not limited to:
- Lead and manage the operations of all Human Capital functions, including Personnel, Labor Relations, Employee Services, Workforce Development, and Recruitment, ensuring optimal efficiency and alignment with organizational goals.
- Oversee the Human Capital aspects of change management, proactively assessing the impact of new policies and procedures on staffing and providing strategic guidance for smooth transitions.
- Champion a culture of continuous learning and development, building strong training partnerships, and identifying and implementing best practices from industry leaders.
- Drive process improvement initiatives within Human Capital, identifying opportunities for streamlining workflows and increasing operational effectiveness.
- Ensure that all Human Capital functions comply fully with applicable laws, regulations, directives, policies, and organizational standards.
- Serve as the primary liaison between DCWP and other government agencies (Federal, State, and City), labor unions, and external stakeholders, ensuring the accurate exchange of information and fostering positive, collaborative relationships.
- Continuously evaluate and improve the effectiveness and efficiency of the Human Capital Division, making data-driven recommendations to enhance organizational performance and employee engagement.
Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
