About the role

ESSENTIAL FUNCTIONS

Continuity Planning & Program Management

  • Develop, maintain, and enhance SSA continuity and emergency management documentation, including COOP Plans, Occupant Emergency Plans (OEP), communications plans, essential records plans, evaluation plans, templates, checklists, and supporting procedures.
  • Oversee quality assurance, maintenance, and updates for more than 1,500 Occupant Emergency Plans across SSA facilities.
  • Develop Business Impact Analyses (BIAs), process analyses, and other continuity planning documentation supporting mission-essential functions.
  • Monitor changes to federal continuity guidance and requirements, conduct gap analyses, and implement program improvements to maintain compliance.

Emergency Preparedness & Exercise Program

  • Plan, coordinate, execute, and evaluate agency-wide tabletop, functional, and full-scale continuity and emergency preparedness exercises.
  • Serve as a lead planner for high-visibility continuity exercises, including FEMA Eagle Horizon and other nationally significant events.
  • Develop exercise documentation, including Exercise Plans, Master Scenario Events Lists (MSELs), After-Action Reports (AARs), Improvement Plans (IPs), and Corrective Action Plans (CAPs).
  • Coordinate exercise planning and execution with SSA leadership, FEMA, DHS, and other federal partners.

Emergency Response & Incident Support

  • Support continuity and emergency response operations during real-world incidents.
  • Prepare operational documentation, including Situation Reports (SITREPs), status reports, executive briefings, and incident logs.
  • Manage emergency notification systems, call-down rosters, emergency preparedness supplies, and deployment equipment.

Training & Stakeholder Engagement

  • Develop and deliver continuity and emergency preparedness training for SSA personnel and contractors.
  • Provide technical guidance to agency leadership and coordinate with FEMA, DHS, and other federal stakeholders to support program objectives.

Program Administration

  • Maintain daily operational reporting and support program planning activities.
  • Participate in continuity planning meetings, emergency management working groups, and interagency coordination meetings.
  • Provide surge support during emergencies, continuity events, and other mission requirements as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Emergency Management, Homeland Security, Public Administration, Business Administration, or a related discipline; or equivalent military, emergency management, law enforcement, or public safety experience.
  • Active Top Secret Security Clearance.
  • Level I Professional Continuity Practitioner (PCP) Certification.
  • Experience developing, implementing, and integrating Federal Continuity Programs.
  • Experience supporting Federal emergency management, continuity, or emergency preparedness programs.
  • Working knowledge of:
    • Federal Continuity Directives (FCDs)
    • FEMA Continuity Guidance
    • National Incident Management System (NIMS)
    • Incident Command System (ICS)
  • Required Training
    • The following FEMA Independent Study (IS) courses must be completed within 90 days of hire if not already completed:
      • IS-230
      • IS-242
      • IS-546
      • IS-547
      • IS-700
      • IS-800
      • IS-1300
  • Additionally:
    • ICS-100 or ICS-200
  • Excellent written, verbal, organizational, and interpersonal communication skills.
  • Ability to manage multiple priorities while supporting mission-critical operations.

PREFERRED QUALIFICATIONS

  • Experience leading FEMA Eagle Horizon or other federal continuity exercises.
  • Experience supporting enterprise-level Federal Continuity of Operations (COOP) and Occupant Emergency Programs (OEP).
  • Experience developing Business Impact Analyses (BIAs) and Essential Records Plans.
  • FEMA coursework including:
    • ICS-100
    • IS-242
    • IS-906
    • IS-1300
    • IS-2200
  • Experience briefing senior executives and federal leadership.

Location: This is a full-time position in Baltimore, MD.

Salary: Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position. The range for this position is $90k-100k.
