Job Description
We are seeking a hands-on technical program manager to join our team in transforming the business of government through data science. You will collaborate closely with product management to articulate desired functionality and requirements. You will guide the software engineering and data science teams throughout the entire lifecycle, managing deliverables, risks, dependencies, and schedules. You will collaborate with the leadership team to establish processes that track our goals, objectives, milestones, progress, and risks, and drive organizational alignment on trade-offs and priorities. 
In order to do this job well you bring experience in gathering requirements, crafting detailed functional and test specifications, and coordinating efforts to scope, schedule, and deploy new feature sets. You are adept at analyzing the cost/benefit of feature selection and effectively communicating these results throughout the organization. You are a self-starter and seek to constantly raise the bar. You are comfortable with ambiguity and thrive in a fast-paced environment. You have a passion for delivering high-quality products leading to a successful program delivery.
This role is a full-time position located out of our office in Pittsburgh, PA.This role may require up to 25% travel

Scope of Responsibilities

  • Develop and maintain integrated project plans for tracking product progress towards clearly defined and quantified project milestones and established deadlines
  • Communicate project status and enable cross-functional collaboration
  • Own and manage the software development cycle including requirements gathering, system design, development, testing and release
  • Identify and operationalize the metrics necessary to track progress and increase productivity
  • Support and organize the delivery of critical and complex work streams across the organization
  • Partner with senior leadership to ensure that development efforts adequately and accurately address the business and customer needs

Qualifications

  •  U.S. Citizenship is required

  • Required Skills:
  • 7+ years of technical program management experience
  • 5+  years of software development experience
  • Bachelor’s degree in Computer Science, Engineering, or related technical field
  • Experience managing programs across cross-functional teams through the complete product development cycle
  • Demonstrated technical aptitude, problem-solving prowess, and effective communication skills
  • High ability to work independently with little supervision in a fast-paced environment
  • Experience developing and documenting and executing processes including Agile methodologies

  • Desired Skills:
  • Current possession of a U.S. security clearance, or the ability to obtain one with our sponsorship
  • Experience in or exposure to the nuances of a startup or other entrepreneurial environment
  • Master's degree in Computer Science, Engineering or related technical field
  • Knowledge of web-based application architecture and OOP concepts
  • Strong understanding of relational databases and experience with SQL
  • PMP or Agile certification is highly preferred
