Position Overview and Responsibilities:

The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet).  As such, the Division of State Land’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can experience and truly appreciate the state’s unique landscapes.

This position is in the Director’s Office and independently performs complex and difficult assignments under limited supervision and conducts special projects as directed by the Director or Deputy Director for disaster response, litigation and lease inspection. The position is also responsible for:

  • Coordinates with management staff in performing and/or managing the initiating, structuring, negotiating and closing of complex projects which routinely involve more than one party (owner, agency/entity) and which may involve assemblages, exchanges, multiple dispositions and acquisitions. 
  • Analyzes and resolves problems relating to projects that require authorizations needed for the use of both uplands and submerged lands. Prepare agenda items for both Acquisition and Restoration Council and the Board of Trustees meetings. Prepare authorization including leases, easements, use agreements, deeds, amendments to deed restrictions and letters of consent.
  • Orders and reviews appraisals, environmental site assessments, title work, surveys and other items that would be considered due diligence items for the approval of authorizations.
  • Provides consultation and assistance to management to improve management capabilities and operational procedures. Assists with the training and mentoring of division staff. Assists staff in the development, implementation and on-going maintenance of rule development and statute amendments.
  • Enters data where applicable and navigate through the various databases, including the Florida State Owned Land & Records Information System (FL-SOLARIS), Acquisition Process Information System (APIS), Submerged and Uplands Revenue System (SUPRS), and Board of Trustees Land Document System (BTLDS), among others.
  • Prepares work plans, reports, timelines, process mapping and other documents to assist in tracking workflow. Consults with senior staff to identify and implement new methods, procedures or techniques for meeting goals and timelines for projects.
  • Performs other duties as assigned.

 

 

Required Knowledge, Skills, and Abilities:

Knowledge of:  State and federal laws, rules and regulations concerning land administration and related activities; real property and land use planning techniques; methods of data collection and analysis; basic management principles and practices; due diligence items involved in real estate transactions including appraisals, title work, surveys and Environmental Study Analysis.

Skill in:  Operating a computer.

Ability to:  Collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices; coordinate members of a work group to accomplish tasks; organize data into logical format for presentation in reports, documents and other written materials; conduct fact-finding research; utilize problem-solving techniques; understand and apply applicable rules, regulations, polici
