General Description and Classification Standards:

The Deputy Commissioner for the Office of Engineering Services (OES) reports directly to the Commissioner of Watershed Management and is a senior leader within the Department of Watershed Management (DWM). This role is responsible for providing strategic and operational direction for all divisions within the Office of Engineering Services, ensuring the efficient management of water, wastewater, and stormwater infrastructure systems, and supporting the implementation of the Department’s mission, vision, and core values. The Deputy Commissioner will lead and oversee major capital improvement projects, long-term planning, regulatory compliance, and service delivery improvements.

Supervision Received:

Positions are members of senior leadership in a very large and critical City Department. As such, the guidance received is largely strategic in nature, and feedback is collaborative among the Commissioner and the various Deputy Commissioners.

Essential Duties and Responsibilities:

  • Collaboration & Stakeholder Engagement: Cultivate a dynamic work environment. Foster strong working relationships with City departments, external utilities, regulatory bodies, and the public. Represent Office of Engineering Services in high-level meetings, providing technical insights and updates to the Mayor, City Council, and other stakeholders.
  • Strategic Leadership: Direct the activities of the Office of Engineering Services to ensure alignment with Department of Watershed's goals, focusing on water supply, water treatment, wastewater treatment, stormwater systems, and infrastructure reliability.
  • Project Management: Lead and manage the Capital Improvement Projects (CIP), ensuring compliance with the City’s Consent Decrees and Administrative Orders. Oversee the design, construction, and maintenance of water and sewer infrastructure.
  • Operational Excellence: Develop and implement policies and procedures to enhance operational efficiency, minimize service disruptions, and ensure high-quality service delivery.
  • Budget & Performance Management: Manage the operating budget for the Office of Engineering Services, ensuring resource allocation supports key departmental priorities. Establish and monitor performance indicators to track operational progress.
  • Staff Development & Leadership: Provide direct and indirect supervision to a team of directors, managers, and staff. Promote professional development through training programs and mentorship to enhance leadership, technical, and operational skills.
  • Regulatory Compliance: Ensure the Office of Engineering Services operations comply with relevant environmental regulations (e.g., EPA, EPD) and work with regulatory agencies to maintain safe and reliable water systems.
  • Crisis & Emergency Management: Lead the Office of Engineering Services’ emergency preparedness efforts, ensuring quick and effective responses to infrastructure issues and service disruptions.
