IT Concepts is currently seeking an experienced Sr. Program Manager to Support the USAID (US Agency for International Development). As a Program Manager, you will oversee the delivery of technical, administrative, and management services to USAID’s Office of Human Capital and Talent Management (HCTM). You will administer the implementation of transformational human capital strategies to HCTM and oversee the complete life cycle of HR support to include targeted recruitment, staffing, classification, employee relations, labor relations, records management, retirement and benefit, services, compensation support, payroll action processing, separations, and training. You will ensure mission success for USAID.
Location: Work location will be on-site in the DC office, and Hybrid Telework options will be based on Customer needs. As PM you are expected to be flexible and travel to USAID locations, HQs, and ITC HQs in Vienna, VA. Must be local to DC area and able to commute to various locations on a weekly basis.
Responsibilities:
- Responsible for overall performance, service delivery, and quality of project deliverables completed under this contract
- Work collaboratively with the HCTM leadership team to achieve program performance objectives and identify challenges and mitigation plans
- Act as primary customer contact for project activities, leading project review sessions with the customer to discuss cost, schedule, and technical performance
- Establish milestones, monitor adherence to master plans and schedules, and identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications
- Provide senior operational support for the contract program operations and directly supervise and manage ISC contractors' performance to ensure service delivery meets contractual requirements and are conducted within USAID guidelines and directives.
- Support status updates on tasks as required and attend weekly status meetings.
- Ensure the completion of administrative tasks such as the compiling of reports that detail program activity to supply clients with status and progress of projects
- Plan and coordinate future contract changes with HCTM and other procurement officials - including reviewing specifications and schedules, identifying trends and potential problems, and recommending alternatives and solutions for procurement strategies.
- Contribute to process improvement initiatives as it relates to improving program delivery.
- Ensure that the program produces the required deliverables of quality, within the specified constraints of time and cost and achieves the potential benefits defined in the business case
- Organize, plan, and execute staffing requests with qualified resources and facilitate needed contract actions to include subcontractor management, staff equipment allocations, and suitability/background check processes
- Communicate challenges and potential risks to the client, as needed, and develop mitigation strategies
- Lead strategic working sessions, both internal and with clients
- Assist the client with eliminating the manual upload processes currently in place
Requirements
- Bachelor's degree
- Ten (10)+ years of experience (minimum) managing Human Resources (HR) operations programs and contracts
- Ten (10)+ years of experience (minimum) working with business stakeholders within a cross-functional matrix environment.
- Must be a U.S. Citizen, and reside within commuting distance of the DC HQs office
- Experience working with Federal Government organizations on a large scale with multiple customer entities to support.
- Strong customer orientation, and conflict resolution skills
- Senior-level knowledge, skills, and experience in federal government program management leading HR operations for federal government clients
- experience leading/managing contracts with 100+ employees.
- Experience with the Human Capital Talent Management (HCTM) HR Transformational model
- Experience supporting HR Information System implementat
