Purpose/Introduction

Chevron Phillips Chemical is seeking an Environmental Engineer/Specialist to join the Environmental, Health, Safety, & Security (EHS&S) team for the Golden Triangle Polymers (GTP) facility located in Orange, TX. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up. This position will be assigned to the project location in Orange, TX and will be a permanent position and member of the EHS&S team upon project completion.

 

The successful candidates will be tasked with providing technical support for the development, submission, and implementation of applicable air permits to support the construction and operation of the facility. Additionally, they will be responsible for implementing and ensuring compliance with applicable federal, state, and local environmental air regulations, as well as adherence to company policies, procedures, and company best practices.

 

During the project/construction phase, this position will work closely with the Project Environmental Permitting Lead and be heavily involved in developing and championing tasks from the EHS&S Operational Readiness Plan. Following startup, the job functions will transition to a more traditional Environmental Engineer/Specialist role characterized by normal plant operations. Responsibilities

• Leads the development and implementation of the permitting strategy, technical details, and field implementation of the following:
  • TCEQ NSR
  • TCEQ Title V
  • FAA
• Work directly with External Procurement Contractors (EPC) environmental teams to identify, develop, obtain, and implement permit authorizations necessary to support the construction and operation of the GTP facility.
• Provide SME technical guidance to EPC work teams to ensure project designs comply with all applicable regulatory requirements.
• Developing systems and procedures for recordkeeping, compliance reporting and execution of the site’s environmental management program.
• Providing field oversite of the engineering and construction contractor activities to ensure compliance with the applicable permits and regulations. 
• Oversee the Stack Vision Environmental Data Acquisition and Reporting system design and implementation.
• Provides technical expertise (P&ID, PFD, etc. review) on the project.

Responsibilities (continued)

• Communicates with the project teams, contractors, facility staff, manufacturing units and corporate leadership on environmental matters.
• Provides expertise in State, Federal environmental and local regulations and provides leadership and expertise in developing compliance strategies.
• Assists in the development of procedures and guidance documents to support compliance with environmental areas to support Operation Excellence (OE) and Operational Readiness (OR) activities.
• Conducts audits of the new site throughout the construction, commissioning, and startup periods.
• Develops tools, workflows, and systems to implement, maintain, and improve monitoring, record keeping, and reporting for environmental compliance. Develop strategies to ensure activities/conditions are consistent with CPChem policies/procedures and comply with federal, state, and local regulations.
• Serves as the Site Subject Matter Expert (SME) for Stack Vision – the real-time air environmental management system.
• Investigates requirements outside their knowledge base and provides guidance to the project on areas of concern in an organized and defendable method. 
• Represents the Company during regulatory inspections and during other meetings with the regulators.
