Manager, State and Local Government Affairs

The Government & Policy Affairs Group (GPAG) is Capital One’s voice in the legislative and political processes. GPAG manages Capital One’s relationship with elected officials at the local, state, and federal levels and participates in the policy making process.  The team provides support to all of Capital One’s lines of business and staff groups in our markets. Capital One is seeking a talented Manager to lead our state and local engagement strategy in several key jurisdictions, manage our relationship with external organizations, and internal partners.
 

Responsibilities Include: 

  • Oversee our relationship with State and Local Governments in 6-8 states  

  • Monitor and assess relevant Affordable Housing related legislation in all 50 states and the District of Columbia (DC); engage with internal stakeholders and working groups

  • Partner with Capital One Insights Center and Capital One Community Impact & Initiative Team to integrate and align government affairs work with philanthropic strategy

  • Partner with Corporate Communications and Lines of Business for integrated storytelling to policymakers 

  • Attend trade association and political conferences and events, build relationships with Governors, state legislators and their staffs

  • Determine and execute engagement strategy on legislation, communicate positions to key audiences, partner with industry groups and trade associations on comment letters

  • Support internal stakeholders with legislative and issue strategy management, including ad-hoc special project teams impacting jurisdictions or subject matter of responsibility 

  • Serve as a compliance steward in assigned states for the reporting of enacted legislation 

  • Serve on the Contributions Committee, suggest appropriate contributions to candidates.

  • Manage outside counsel and trade association relationships including state banking associations, industry coalitions, chambers of commerce, and political membership organizations

  • Travel as needed, ability to attend events before and after normal business hours, overnight trips / conferences 

Basic Qualifications:

  • Bachelor’s degree or military experience

  • At least 5 years of experience in public policy, government affairs at the state level working for an elected official, government agency, trade association, government affairs firm or any combination of the five

Preferred Qualifications:

  • Law degree or Master’s degree in Public Administration or Public Policy

  • At least 7 years of experience in public policy, government affairs at the state level working for an elected official, government agency, trade association, government affairs firm or any combination of the five

  • Overseeing a portfolio of multiple states

  • Experience working on financial services industry legislation / regulations

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

New York City (Hybrid On-Site): $163,300 - $186,400 for Government Relations Manager

Illinois (Hybrid On-Site): $152,300 - $173,800 for Government Relations Manager

Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretion
