PURPOSE OF CONSULTANCY

This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).

IPC AHD Management

Consultancy to Support the Implementation of the UNITAID-Funded Regional Project on Reducing HIV-Related Mortality in Latin America and the Caribbean

DESCRIPTION OF DUTIES:

Background

Latin America and the Caribbean report approximately 30,000 AIDS-related deaths annually, many linked to late HIV diagnosis and treatment interruptions leading to advanced HIV disease (AHD). Limited access to decentralized care, delayed diagnosis and treatment of opportunistic infections - such as TB, cryptococcosis, and histoplasmosis - are key drivers of mortality.

To address these challenges, PAHO is implementing a UNITAID-funded regional project focused on reducing HIV-related mortality. The initiative supports improved data systems, national guideline updates, access to essential diagnostics and treatments, regulatory and procurement acceleration, community engagement, and the creation of a regional expert network.

Unit Background

The HIV, Hepatitis, Tuberculosis, and STIs Unit (CDE/HT) at PAHO supports countries in strengthening responses to communicable diseases and advancing toward their elimination. The unit promotes integrated, equitable approaches to expand access to essential services and reduce health inequities, with a focus on key and vulnerable populations.

Purpose

Under the supervision of the HIV Advisor, the consultant will support the management of the advanced HIV Disease (AHD) project which includes the support of improved data systems, national guideline updates, access to essential diagnostics and treatments, regulatory and procurement acceleration, community engagement, and the creation of a regional expert network.

Responsibilities

Under the supervision of the Advisor on HIV Treatment and Care, the consultant will support the implementation of the UNITAID-funded AHD project by performing the following key responsibilities:

1. Provide technical and operational support for the implementation of the UNITAID AHD grant. Support the development and monitoring of quarterly activity plans for 2025, ensuring alignment with project objectives and timely execution. Collaborate with the HT

Advisor and relevant units to strengthen oversight, track deliverables, document progress, and coordinate input from country teams and partners.

2. Conduct qualitative research and analyze epidemiological and programmatic data to inform decision-making and strategic planning. Contribute to the identification of regional gaps in the AHD response and support the development of evidence-based interventions through implementation research and targeted technical assistance.

3. Compile and synthesize programmatic updates for donor reporting, including monthly summaries of key activities, upcoming milestones, and budget implementation updates. Support monitoring of country-level implementation and identify areas requiring technical assistance or course correction.

4. Develop regional and national procurement plans for key diagnostics and treatments for opportunistic infections (OIs), based on country-level requests, epidemiological data, and programmatic priorities. Coordinate with national programs and procurement partners to inform 2025–2026 planning efforts and facilitate integration of the AHD package into country responses.

Specific activities and deliverables expected

Activity 1: Development of the detailed 2026 workplan

Product 1: Comprehensive 2026 workplan and timeline for implementation of AHD activities, including the schedule for country support, procurement planning, programmatic monitoring, and regional coordination meetings.
