Job Description

Human Resources Services (HRS) is an internal function providing global operations and business support across Brookfield’s lines of business.

Position Summary:

The Manager, Recruitment Operations is responsible for leading and optimizing recruitment administration processes within a centralized HR Shared Services environment. This role ensures efficient, standardized, and compliant delivery of recruitment support services across the organization. The Manager oversees recruitment administration teams, manages operational processes, drives service excellence, and partners with HR, Talent Acquisition, and business stakeholders to deliver a seamless candidate and hiring manager experience.

The successful Manager will establish a stable foundation for high touch process execution within each of the supported tasks and administrative functions.  The Manager will work closely with the Director, HR Operations, and cross-functional HR teams, as work alongside the other regional HRS managers on process improvement initiatives, new service offerings, vendor management and overall client satisfaction.  The Manager will own, contribute, and coordinate projects/tasks with their HRS co-workers, 3rd party vendors, and other HR functional groups to ensure that all operational components are executed in a timely, cohesive, and compliant manner.

Responsibilities:

  • Lead and manage the recruitment operation function in Canada and US, ensuring efficient and high-quality service delivery.

  • Oversee end-to-end recruitment administration processes including job postings, candidate communications, interview coordination, offer administration, and onboarding support.

  • Ensure that standardized recruitment processes are implemented and maintained across regions or business units.

  • Manage high-volume recruitment operations while maintaining service levels and candidate experience.

  • Lead, mentor, and develop a team of recruitment coordinators and HR operations specialists.

  • Establish service delivery standards, KPIs, and SLAs for recruitment administration services.

  • Monitor team performance and implement continuous improvement initiatives.

  • Promote customer-focused service culture within HR Shared Services.

  • Identify opportunities to streamline recruitment processes, reduce manual work, and improve efficiency.

  • Implement best practices in HR operations and shared services delivery.

  • Drive automation and system utilization within HRIS, ATS, and recruitment tools.

  • Lead operational improvement projects and process documentation initiatives.

  • Partner with Talent Acquisition teams, HR Business Partners, and hiring managers to ensure smooth recruitment operations.

  • Act as the escalation point for recruitment operations issues.

  • Collaborate with HR leadership to align recruitment operations with broader HR strategies.

  • Ensure recruitment processes comply with employment laws, internal policies, and data privacy regulations.

  • Maintain accurate documentation and audit-ready recruitment records.

  • Support governance and reporting requirements related to hiring activities.

  • Track and analyze recruitment operational metrics such as SLA performance, and service quality.

  • Provide operational reports and insights to HR and Talent Acquisition leadership.

  • Use data to drive decision-making and improve recruitment service delivery.

Qualifications & Experience Required:

  • BS or BA degree in business administration, or related technical field or equivalent experience is required.

  • A minimum of 6 years administrative experience with a high-volume shared services environment (Workday experience is an asset) 

  • A minimum of 2 years’ management or equivalent experience

  • Experience working in a global team

  • Experience with a case management system (SolarWinds experience is an asset)

  • Intermediate to advanced computer skills including MS Office applications: Word, Excel, PowerPoint, and Outlook
