Job description:
Manage 480th ISR Wing advanced security program operations and resources.
Primary Duties and Responsibilities
• Provide overall day-to-day SAP security administration, management, and oversight for classified activities including conducting initial and annual security training for assigned personnel, annual self-inspections/reviews, staff assistance visits
• Act as advisor to unit leadership on personnel matters related to security and/or SAP access
• Develop and maintain comprehensive security standard operating procedures, outlining the security policies/guidance for conducting classified activities within special access program facilities
• Perform Top Secret Control Officer duties and review System Security Plans and other documents pertaining to unit security
• Administer SAPNP nomination packages, debriefs personnel, and maintain personnel security folders
• Maintain facility/physical security accreditation on each assigned SAPFs
• Prepare and review facility accreditation packages (e.g., Concept Validation, Fixed Facility Checklist), TEMPEST approval, Co-use Agreements (CUAs), Memorandum of Agreement (MOAs), and Memoranda of Understanding (MOU)
• Identify, report, and document security incidents in accordance with DoDM 5205.07 Vol 1-4, the Intelligence Community Directives, and applicable service regulations/instructions for collateral requirements
• Develop, implement, and administer community-wide Security Education, Awareness, and Training programs
• Conduct entry and exit inspections, maintain facility access control entry systems, access control badges, escort facility visitors, and maintains associated logs
• Ensure assigned ISS are operated, maintained, and disposed of in accordance with approved security policies and practice
• Ensure general users and privileged users are trained in specific knowledge needed to safely operate and maintain the ISS to which they have access, including general security awareness and specialized privileged user training
• Manage review and release of media and/or memory components
• Perform continuous monitoring for all assigned systems, established system audit trails, and ensures the review and reporting of all identified security findings.
Required Qualifications:
• Able to acquire/maintain SAP program access
• DoD 8570 IAT Level II Certified
• 15-years' experience with multi-discipline security support
• Five years' SAP program management experience
Manages project operations to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers. Responsible for cost, schedule, performance, and risk identification / mitigation on projects including but not limited to systems, tools, equipment, software, facilities, and other activities. Coordinates resolutions to production-related problems.
• Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements.
• Demonstrates mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology. Demonstrates ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.
• Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings.
• Demonstrates ability to work independently and with minimal oversight.
• Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.
• Required Experience: Minimum 10 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
• Required Education: Master’s degree from a college or university accredited by an agency recognized by the U.S. Department of Education; or have bachelor’s degree from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 15 years, as a substitute to the master’s degree.
