Our Behavioral Health Services programs provide residential and outpatient treatment for individuals experiencing substance use disorders, mental illness, and co-occurring conditions. Our programs deliver evidence-based, trauma-informed care across the continuum of recovery services.
Summary/Objective
The Clinical Director of ATS serves as the designated Senior Clinician in accordance with Massachusetts Bureau of Substance Addiction Services (BSAS) regulations (105 CMR 164) and is responsible for clinical integrity, regulatory compliance, and day-to-day oversight of Addiction Treatment Services (ATS).
Under the supervision of the Chief Behavioral Health Officer (or designee), the Clinical Director ensures that all clinical services meet BSAS standards for medically monitored withdrawal management (ATS) and align with ASAM Level 3.7 Criteria. This role works in close collaboration with program leadership, medical providers, nursing leadership, and community partners to ensure coordinated, high-quality, and compliant care across the continuum.
Essential Functions
• Provide clinical supervision and oversight of counseling, case management, and treatment services within ATS programs.
• Ensure all patients receive comprehensive assessments and individualized treatment plans developed by a multidisciplinary team.
• Oversee clinical decision-making related to admission, continued stay, and discharge planning.
• Ensure discharge planning begins at admission and includes appropriate referrals and continuity of care.
• Supervise clinical staff and case management employees to ensure services are delivered by appropriately credentialed personnel.
• Ensure clinical documentation is accurate, timely, and compliant with BSAS, Joint Commission, HIPAA, and 42 CFR Part 2 requirements.
• Monitor implementation of trauma-informed, culturally responsive, and recovery-oriented care practices.
• Ensure delivery of required ATS services including daily clinical assessments, individual and group counseling, psychoeducation, and weekly chart reviews.
• Ensure treatment aligns with ASAM Level 3.7 withdrawal management criteria.
• Integrate co-occurring disorder treatment into clinical programming.
• Support and supervise clinical internships and training rotations.
• Provide and/or ensure regular clinical supervision in accordance with BSAS and licensing board requirements.
• Mentor and support staff development in evidence-based practices including Motivational Interviewing (MI), Cognitive Behavioral Therapy (CBT), MAT integration, and de-escalation techniques.
• Lead clinical quality assurance and performance improvement initiatives.
• Monitor key performance indicators including census, utilization, discharge outcomes, and transitions to next levels of care.
• Serve as the clinical lead during BSAS audits, licensing reviews, and Joint Commission surveys.
• Oversee incident management, clinical audits, and utilization review processes.
• Collaborate with medical and nursing leadership to support safe withdrawal management and integrated care delivery.
• Develop and maintain referral relationships with hospitals, emergency departments, outpatient providers, recovery supports, and community-based organizations.
• Participate in community partnerships, provider networks, and public health initiatives aligned with recovery-oriented systems of care (ROSC) and harm reduction principles.
• Participate in administrator on-call responsibilities.
• Perform other duties as assigned.
