Isotope and Enrichment Project Director

Overview:

The Isotope Science and Engineering Directorate (ISED) of the Oak Ridge National Laboratory (ORNL) seeks applicants for the position of Isotopes Project Director. This position reports to the ISED Associate Laboratory Director. The incumbent will ensure the coordination and oversee the successful completion of multiple key projects for isotopes production.

 

Over the coming decade, ISED will complete multiple new facilities that will be an essential part of the United States’ infrastructure for production of stable and radioisotopes for industry, defense, exploration, and medical applications.  These DOE-funded 413 projects represent nearly $1B in investments and include:

 

• Stable Isotope Production Facility (SIPF)
• Stable Isotope Production and Research Center (SIPRC)
• Radioisotope Production Facility (RPF)
• A future Low Level Liquid Waste (LLLW) treatment facility

In addition, other projects such as a Manipulator Repair Shop are being planned and additional future projects are being considered.

This position will be responsible for coordinating between ongoing projects in the directorate, ensuring best practices in execution, and leading and mentoring the next generation of project execution leadership in isotopes production.  This position will also be tasked with representing the Associate Laboratory Director on these projects, as needed.  This position will interface with both research and production organizations.  Multiple R&D programs representing a wide variety of customers depend on the successful operation of these facilities.

 

 Major Duties/Responsibilities:

• Working with the Associate Laboratory Director, this position will provide direction and guidance to the project in planning and executing multiple isotopes-related projects.  This will include establishing project management policies, procedures, standards, and training that conforms to DOE, ORNL and industry best practices.
• Support ORNL, in partnership with the Associate Laboratory Director, with communicating and reporting project status and performance information to all DOE stakeholders, ORNL staff members and collaborators. Will also coordinate and lead the projects in preparing and executing various internal and external performance reviews.
• Ensuring that formal agreements are in place to describe the roles, responsibilities, authorities, and accountabilities of the facility operations organizations and the programmatic users.
• Maintaining compliance with Laboratory policies, standards, and procedures as documented in the Standards Based Management System.
• Interfaces with the site office and DOE program offices to provide input on associated with these projects.
• Implementing best practices and standards to meet the expectations of the Laboratory Agenda.
• Enhancing compliance with all contractual, state and federal obligations, and laws relative to the ORNL nuclear enterprise.

 

Qualifications Required:

• Experience with isotope production or similar technologies.
• BS in Nuclear Engineering or related degree with 15 or more years of project experience working with DOE projects within the Office of Science portfolio; or twenty years of experience working within any of the DOE or Department of Defense (DOD) portfolios.
• Possess a solid understanding of best practices and ability to create project schedules, resource loading, incorporating monthly status and creating and maintaining the project baseline.  
• Experience managing/working with projects using the following software/systems: Oracle Primavera and Deltek Cobra or EVMS cost processors, and DOE PARS II reporting system.
• Possess a thorough understanding of the applicable DOE Orders and best-practices governing DOE Office of Science projects, to include EIA 748-C compliant EVM.
• Experience with projects using a ‘DOE compliant’ EVMS environment; to include setting baselines, incorporating baseline changes, producing monthly reports and variance analysis.
• Experience with preparing for and participating in DOE Office of Science Independent Project Reviews (IPRs) and EVMS surveillance reviews. 
• Strong leadership skills; business management skills; excellent interpersonal and communication skills; ability to work with a diverse group of customers, including interfacing with executive management; and the ability to effectively manage within a labor agreement are required.
• This position requires the ability to obtain and maintain a DOE Q clearance.
