JOB SUMMARY:

The Arizona Public Safety Personnel Retirement System located in Phoenix, Arizona is currently seeking qualified candidates for the position of Procurement Specialist Senior. The Procurement Specialist Senior is responsible for overseeing and managing the acquisition of goods, services, and contracts for the Public Safety Personnel Retirement System for the State of Arizona (PSPRS). This position ensures that all procurement activities comply with applicable state laws, regulations, and policies, while maintaining transparency, fairness, and accountability in the procurement process. The Procurement Specialist Senior plays a critical role in supporting PSPRS by managing procurement operations effectively, efficiently, and in a cost-effective manner.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Procurement Process Management:

• Plan, coordinate and execute procurement activities ensuring compliance with state procurement laws, regulations and policies.
• Draft, review, and issue solicitations, RFP's, IFB's, and RFQ's for goods and services.
• Review vendor proposals, evaluate bid responses, and recommend award decisions based on established criteria.
• Negotiate contracts and terms with vendors and suppliers.
• Maintain required records of all procurement activities.

Compliance and Regulation Adherence:

• Ensure procurement processes are in full compliance with state statutes, administrative rules, and procurement policies.
• Interpret procurement laws, policies and guidelines and provide guidance to state agencies and other stakeholders.
• Ensure compliance with federal procurement regulations when applicable.

Vendor Management:

• Develop and maintain effective relationships with vendors and suppliers to ensure optimal contract performance.
• Assist in resolving vendor disputes and issues related to performance or contract terms.
