Senior Business Analyst-Operations Engineering & Technology

Salary range is $65k to $150k, with a midpoint of $105k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: 

The Senior Business Analyst – Operations Engineering & Technology (OE&T) works within the Operations Engineering and Technology group to support the implementation of the Operations Department business plan and Service Implementation Plan. Under general direction, this position acts as a liaison between Sound Transit Operations Engineering & Technology, Procurement & Contracts, Operations Business Support, Finance, and other Agency Departments. This position will perform financial and business activities and analysis in support of and the development of alternative Agency business and contracting strategies. This position will perform detailed review of reports and will provide direction for the management of agreements, contracts, Intergovernmental Agreements, and negotiations with third parties. This position will take direction from the Director of Operations Engineering & Technology and other leadership team members as directed.

ESSENTIAL FUNCTIONS:

• Supervise the creation and analysis of monthly reports to monitor budget versus actual financial performance of the OE&T group. Prepares summaries of the analysis with recommendations to the management team on a regular basis. Oversees the integrity of charges on a monthly basis with an analysis summarizing the results.
• Leads the annual OE&T operations and capital budget process both internal and contractor/owner budgets.
• Ensure the timely reporting of OE&T's performance metrics.
• Verifies receipt of performance metrics from internal and external suppliers to OE&T.
• Supports the start-up budget development, expenditure, billing, tracking, and internal budget transfers as necessary. 
• Monitors allocated charges from various projects, Employee In Charge escorts through track access permit process, and start-up work to ensure that hours and costs charged are as agreed; this may include monitoring timesheet charges, charges to capital projects, or validating allocation rules are being applied correctly and accurately reflect agreements.
• Analyzes, researches, and resolves discrepancies noted on a timely basis. Work with staff and contractor to ensure that third party billing is accurate and timely.
• Continually update and keep current both internal and external contractual labor rates for billing purposes.
• Perform ad-hoc financial analysis and audits on complicated business issues such as competitive procurement opportunities, interlocal agreement development and negotiations, and alternative
