Overview

The Grant Strategic Program Analyst provides program analysis and monitoring of the City's grant activities to ensure appropriate management, funding, and resource allocation.

Essential Functions

1 Assists, supports, and facilitates the grant management and administration activities for the department; administers grants, analyzes grant performance and funding, and provides recommendations on grant management.

2 Works, collaborates, and engages with City departments and private or non-profit organizations to manage grant programs and facilitate effective disbursement and use of funds.

3 Conducts research and analysis to identify grant resources; oversees and provides lead direction in the application, management, and administration of grant and communicates research information to City departments and private or non-profit organizations that provide services to Dallas citizens.

4 Writes, drafts, and edits grant proposals, templates, and other grant activities as appropriate; provides support, feedback, and training for team on grant-writing and grant application activities. Serves as lead worker among work group.

5 Supports and occasionally performs program training and grant compliance as needed for City departments, private and non-profit organizations.

7 Develops and champions tools for grant management process improvement.

8 Assists departments with grant application processes and communicates policies and guidelines on grant reimbursements and compliance with Administrative Directive 2-19.

9 Maintain database of grants received, department contact, compliance dates, etc. of grants received by the city and provide timely follow-up with departments in compliance with Administrative Directive 2-19.

10 Performs any and all other work as needed or assigned.

Knowledge and Skills

1 Knowledge of grant proposal writing, grant management analysis and compliance activities.

2 Knowledge of City organization and departments.

3 Knowledge of City policies and procedures related to financial management.

4 Knowledge of grant applications and implementation.

5 Knowledge of and ability to use the city’s financial system (Advantage 3 Financial System) and Microsoft Excel

6 Ability to develop performance measurement standards for grant programs.

7 Ability to conduct and perform various related training.

8 Ability to prepare grant proposals and briefings.

9 Communicating effectively verbally and in writing.

10 Establishing and maintaining effective working relationships with nonprofit organizations and other community partners.

Experience

5 years in grant proposal writing or grant management, compliance, or financial analysis and forecasting, or other related experience.

A Master’s degree can be substituted for 2 years' experience.

Education

Bachelor's Degree in Public Administration, Public Policy, Political Science, Finance, Accounting, or related field



Salary Range

 

$60,564.09 - $73,523.75
