ITC is a Woman Owned Small Business delivering exceptional consultation to the U.S. Government in Systems/Software Engineering, Cybersecurity Solutions, Mission Operations/INTEL Analysis, and Management Services in order to enable our customers to solve the most challenging problems. With continued growth comes opportunity, and we are currently searching for a Top-Secret SCI with polygraph-cleared Senior-Level Systems Engineer.


Responsibilities:

Analyzes user's requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications. Analyzes system requirements and leads design and development activities. Guides users in formulating requirements, advises alternative approaches, and conducts feasibility studies. Provides technical leadership for the integration of requirements, design, and technology. Incorporates new plans, designs and systems into ongoing operations. Develops technical documentation. Develops system Architecture and system design documentation. Guides system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Ultimate responsibility for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility. Communicates with other program personnel, government overseers, and senior executives. 


** The contractor shall provide system engineering and acquisition support to stakeholders, on behalf of the GREENWAY Program Management Office (GW PMO), to enable customers to execute their respective missions. The system engineering and acquisition support shall provide technical knowledge and guidance to the portfolios and respective Service Owners to assist the PMO in the oversight of the technical services on the GW contract.


** The Contractor shall provide, but not limited to:

  • Technical knowledge to assist with the oversight of the GW Contract
  • Meet with Service Owners to gather and document requirements as they relate to IT and their specific technical services
  • Support technical transition of services in and out of GW by providing guidance and assisting the Government in the oversight of the outsourcer's activities.
  • Collaborate between all portfolios to resolve issues and support new initiatives to the GW Contract
  • Support key GW business activities such as asset management, billing, budget management from a technical perspective including providing technical implications of the termination of services
  • Provide support to oversight and reporting of vendors' mission assurance/continuity of operations (coop) planning and architecting experience in their portfolio
  • Assist the Government with oversight of requirements from creation to implementation
  • Provide program management and acquisition support to the GW PMO in the gathering and management of customer requirements that result in GW Service Task Orders (STOs)
  • Provide program management & acquisition support to the GW PMO  by translating customer requirements into language suitable for inclusion in the acquisition documentation required by the Maryland Procurement Office.

** The Contractor shall provide the following portfolio specific services, but not limited to:

  • Assistance in the analysis of the infrastructure, to include providing reporting and metrics to the portfolio leads
  • Recommendations for enhancement of services based on potential GW Contract service gaps
  • Assistance in providing oversight to GW projects, providing status updates and risk assessment information to the GW PMO
  • Assistance in providing oversight of the modernization and technology infusion activities of the GW contracts. 

Requirements

  • TS/SCI with Poly required. (FS desired).
  • Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. 
  • Twenty (20) years’ experience as a SE in programs and contracts of similar scope, type and complexity is required. Demonstrated experience in planning and leading Systems Engineering efforts is required.
  • Bachelor ' s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. 
  • Five (5) years of additional SE experience may be substituted for a bachelor's degree.
