OVERVIEW
Under the direction of the Associate Director of HR, this role executes the recruitment of qualified and engaged professionals needed to meet the mission of USCRI. The Recruiter works with a team of Human Resources Professionals, Executive/Leadership, Supervisors, and Managers to ensure that staffing requirements are articulated, refined and fully developed.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Creates and facilities a streamline process for hiring (from requisition to offer) within the organization.
- Develops, implements, and maintains an effective sourcing strategy for contract management operations during both the pre-award and post-award phases.
- Engages with hiring managers to develop, revise position description to ensure that it meets the organization’s needs.
- Seeks out new and creative ideas to proactively attract candidates and build talent networks and pipelines. This may include social and professional networking sites, resume mining, outreach efforts, career fairs, website postings, special recruiting events and other advertisements as needed.
- Execute full life cycle recruitment, sourcing/hiring, pre-screening, planning and communicating with management around maintaining the talent pipeline and database.
- Meet with senior department managers to identify current and future recruitment needs, position requirements, or organizational fit and sourcing strategies.
- Screens applicants for requirements and ensures that the hiring managers receive the best qualified candidates for consideration.
- Utilize traditional and non-traditional resources to identify, attract and hire qualified candidates.
- Facilitate interviews with and assessment tools to hiring managers.
- Completes pre-employment processes and screenings.
- Works closely with recruiters and HR personnel in other states to share best practices and provide assistance on critical needs and coordinate on national-level initiatives.
- Oversee the creation, negotiation and the extension of offers of employment. Personally, offers on behalf of management, as appropriate.
- Initiate authorization for required background and/or credential clearance.
- Performs, maintains and tracks data essential to HR operations. This includes maintenance of the organization’s position description library.
- Handles department communication efficiently and responsively.
- Maintains flow of documentation and ensures proper filing utilizing compliance standards.
- Perform other job-related duties as assigned by supervisor.

REQUIREMENTS
- Bachelor’s degree and/or related certification in Human Resources areas.
- Minimum of 2 years’ experience in recruitment/staffing sourcing.
- Experience with the development, including the drafting of job requirements or position descriptions.
- Knowledge of Federal, State and corporate employment regulations and policies (EEO, Wage and Hour, etc.), required.
- Experience supporting large scale talent acquisition, sourcing tools, and electronic applicant tracking and workflow systems.
- Knowledge of Equal Employment Opportunity (EEO) and Affirmative Action (AA) programs, policies, and procedures.
- Proficient in Microsoft Office Suite: Word, PowerPoint and Excel.
- Must possess a high level of professionalism and discretion to deal with a variety of inquiries from candidates and employees.
- Ability to collaborate and effectively communicate with individuals at all levels of the organization, including hiring managers/candidates in remote locations.
