Your Specific Responsibilities:

 

This position spends more than 50% of the time engaged in supervisory responsibilities including communicating with, motivating, training, and evaluating employees and planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations; meet with staff regularly to discuss performance; complete performance reviews; maintain vacation and work schedules, ensuring proper coverage; and complete timesheets.

The incumbent has oversight of the HIV/AIDS, Ryan White and STD programs and is responsible to perform functions requiring independent judgment while maintaining positive working relationships with all agency divisions, community agencies and general public.  This position is responsible for providing leadership and direction to HIV/AIDS prevention, education, and patient care programs in Area 12, (comprising of Volusia and Flagler Counties). Serves as the Area 12 HIV/AIDS Program Coordinator (HAPC).  Acts as a community liaison for Area 12 to expand community footprint bridge the gap between the CHD’s, CBO’s, providers and other organizations and the HIV/AIDS program office.  Scope of responsibility includes community engagement and mobilization, public information and media relations related to the HIV program and strategic plans programmatic planning, carrying out quality assurance standards, monitoring, supervision of surveillance and program support staff, and program evaluation.

 

Program Development/Supervision and Management

Assists with monitoring and evaluating the performance of the HIV/AIDS, Ryan White and STD programs including clinical, case management, and prevention/education activities using quality assurance, prevention, counseling & testing and other programmatic and fiscal guidelines.  Develops, updates, and implements quality assurance guidelines for monitoring the quality of HIV/AIDS services provided in the two-county area.  Assures that the statewide and Area 12 goals and objectives are achieved and maintained.  Supervisory duties include, but are not limited to: hiring and selection, developing detailed performance standards and position descriptions, conducting performance evaluations, planning and directing employees’ work, approving leave and taking disciplinary action as appropriate. Plans and distributes workloads; monitors and evaluates work flow. Assists in identifying problems, seeks solutions, and implements change.  Maintains an effective work unit. Maintains effective inter- and intra-departmental communication. Communicates and clearly articulates DOH expectations regarding professional conduct, job performance, and time/attendance policies.  Develops and provides timely orientation for new employees. Coaches, trains, mentors and empowers staff to reach their full potential by working with them on a daily basis. Evaluates the work of all staff on a regular basis.  Develops short and long-term program plans, goals and training tools for staff.
