Southeast Asia Senior Performance Management Plan Consultant

Location This position is remote with the possibility of travel for events. Only applicants within Southeast Asia will be considered.
What Will You Do?Bixal is seeking a Senior Performance Management Plan Consultant for an ongoing 3-year monitoring, evaluation, and learning (MEL) contract for USAID in Southeast Asia. The consultant will support all aspects of the PMP development and use. This includes the development of the document, rolling out and institutionalizing the PMP infrastructure with the Program Development Office (PDO) and Technical Offices (TOs).
TimelineThe consultancy will begin in June 2024 and end on September 30, 2024.

Responsibilities

• Support the development, updating and use of the Performance Monitoring Plan (PMP).
• Support with the PMP data management and baseline
• Lead the co-creation process to develop PMP infrastructure with PDO and TOs
• Work closely with the Chief of Party to link strategy performance with learning.
• Represent Bixal to USAID technical officers and implementing partners.
• Provide technical support, planning, and/or facilitation for learning events, workshops, and trainings related to MEL USAID and its partners as required.
• Assist with troubleshooting and problem-solving when needs arise, including delivering services to the client when required.
• Perform other duties as required.

Anticipated LOE

• 8 Days - Task #1: Develop an action plan to operationalize the PMP road map which includes Development Objective benchmark, milestones and conduct portfolio alignment to review old indicators against the new indicators.
• 10 Days - Task #2: Lead the PMP accompaniment process with DO teams and learning champions to develop the PMP work plan.
• 8 Days - Task #3: Review performance, context indicators and develop or update indicator trackers to ensure baselines align with Performance Indicator Reference Sheets.
• 5 Days - Task #4: Support the drafting of the PMP document to include, CLA-PMP activity schedule, and Evaluation Registry.
• 31 Days - Total anticipated LOE

Qualifications

• Minimum of 10 years experience in International Development
• MEL and CLA experience required
• USAID experience in CDCS and PMP development is desired
