Job Description:

GDIT is seeking a Project Manager to support the National Institutes of Health (NIH), Center for Information Technology (CIT) for the Business Applications Services (BAS) Program, specifically the NIH Enterprise Directory (NED). NED supports identity lifecycle workflows across NIH and requires structured coordination with stakeholders, CIT governance, and multiple downstream systems. The Project Manager will guide the NED team by planning work, coordinating release cycles, aligning communication channels, and supporting the delivery of workflow updates, enhancements, and operational tasks that sustain NIH identity management.

This role requires a strong understanding of IT project management, Agile execution, and the Enterprise Performance Life Cycle (EPLC). The Project Manager oversees daily operations for the NED program, aligns tasks to Government priorities, coordinates activities across CIT and BAS teams, and supports work across requirements, design, development, testing, and release. The Project Manager collaborates closely with Technical Leads, developers, analysts, and stakeholders across Institutes and Centers to keep NED operations aligned to NIH expectations.

Other responsibilities will include:

  • Converting Government priorities into actionable plans
  • Coordinating NED work assignments, schedules, and release cycles
  • Managing daily workflow tasks, sprint activities, and iterative planning
  • Overseeing contract reporting, status updates, and communication routing
  • Guiding team activities across requirements, design, development, testing, and release
  • Facilitating stakeholder coordination across institutes and centers
  • Supporting onboarding and alignment for new personnel
  • Ensuring consistent documentation updates and transparent communication
  • Coordinating issue identification, risk tracking, and mitigation
  • Supporting planning cycles and workload forecasts tied to NED operational rhythms

Required Qualifications and Skills:

  • Bachelor's Degree (or equivalent)
  • Minimum 10 years of experience as an IT Project Manager
  • Minimum 3 years of experience managing IT projects of similar size and complexity using similar technologies
  • Minimum 2 years of experience leading projects in agile or iterative EPLCs
  • Minimum 2 years of experience leading IT projects for the Federal Government
  • Ability to work with key owners and stakeholders to support and deliver O&M activities
  • Ability to lead a team in analyzing and adopting new technologies quickly
  • Solid understanding of all parts of Software Engineering (Requirements, Design, Implementation, Testing) and the Enterprise Performance Life Cycle (EPLC)
  • Experience managing schedules, tracking tasks, and coordinating Government communication
  • Ability to obtain and maintain NIH Public Trust

Desired Skills:

  • Experience supporting NIH or CIT environments
  • Experience with identity management platforms or workflow automation systems
  • Project Management Professional (PMP) certification
  • Active NIH badge is a plus
