Seneca Federal Solutions is currently seeking a Certified Site Security Manager (SSM) to oversee and manage all security-related activities on sensitive construction or renovation projects under the authority of the U.S. Department of State’s Bureau of Diplomatic Security (DS). The SSM serves as the primary on-site liaison between the Diplomatic Security representative and construction personnel, ensuring full compliance with Overseas Buildings Operations (OBO) security protocols and contract requirements, especially as detailed in the Security Classification Guide (SCG) and 12 FAH-5 guidelines.
Responsibilities include, but not limited to:
- Act as the primary security representative on the construction site, overseeing all security aspects of construction operations.
- Enforce compliance with all applicable Department of State (DoS) construction security policies, procedures, and standards.
- Supervise and coordinate a team of Cleared American Guards (CAGs), Construction Surveillance Technicians (CSTs), and other security personnel as required.
- Implement and maintain the Construction Security Plan (CSP) and site-specific security procedures in collaboration with the Regional Security Officer (RSO) or Site Security Coordinator (SSC).
- Manage access control, personnel and material inspections, secure storage protocols, and surveillance detection measures on site.
- Conduct security briefings and site orientations for cleared and uncleared personnel.
- Maintain daily logs, incident reports, access control records, and other required documentation in accordance with DoS guidelines.
- Liaise with U.S. Government stakeholders, construction managers, and subcontractors to ensure alignment of security and construction operations.
- Report any security violations or anomalies directly to the appropriate authority and support investigations as necessary.
- Support technical surveillance countermeasures (TSCM), secure logistics, and secure handling of classified or controlled materials.
- Prepare the site for security audits and inspections by State Department representatives.
- Coordinate emergency response procedures in the event of security threats or breaches.
Required Skills:
- Certified Site Security Manager (SSM) under the U.S. Department of State's Bureau of Diplomatic Security program.
- Active U.S. Government Top Secret security clearance, with Full Scope Polygraph where required.
- Minimum of 5 years of experience in security management or construction security on secure government facilities.
- Knowledge of State Department protocols, particularly 12 FAH-5, SECNAVINST 5510.36, and related CSP and TSCM protocols.
