Senior Business Analyst (Interface Analyst)

Our client is seeking to hire a Senior Business Analyst (Interface Analyst) to join our collaborative Medicaid Management Information System (MMIS) team. The Senior Interface Analyst will report to the Interface Team Lead.

The Senior Business Analyst (Interface Analyst)should have experience with similar large-scale projects and knowledge of Medicaid or Health Insurance business processes. The Sr. Analyst will assist in managing the day-to-day interface activities and technical requirements of the MMIS system and support data research and analysis activities using established processes. Additional responsibilities include developing and executing implementation plans related to interfaces and data migrations. The Sr. Analyst will be expected to work independently, as part of a team as well as with business stakeholders so excellent communication and documentation skills are critical for this position.

The Senior Business Analyst (Interface Analyst) will participate in MMIS internal projects such as its Cloud migration initiative, security and privacy standard and Systems Delivery Lifecycle (SDLC) improvement. Preference will be given to candidates with Medicaid systems experience.

Requirements

DETAILED LIST OF JOB DUTIES AND RESPONSIBILITIES:

• Work with Business/Partners/Vendors to gather interface requirements.
• Design interface solutions in coordination with Functional BAs and Partners.
• Define interface specifications and record layouts for development team.
• Review detailed specifications for web services.
• Modify existing layouts in coordination with business users and interface partners.
• Assist in integration testing with partners. Test new and updated interfaces.
• Coordinate interface deployment with vendors and partners.
• Research, analyze and trouble-shoot application interface and data issues.
• Perform SSA data analysis on Inbound /Outbound file transfers.
• Support data extraction and exchange with external source systems.
• Test and approve data conversion for all new projects.
• Support maintenance and enhancements of existing interfaces.
• Assist in resolving issues by working as a liaison between the business users, interface partners and development staff.
• Coordinate with Interface/Business partners and production support teams to resolve interface emergency issues.
• Coordinate with the various infrastructure teams for approvals and changes to networks, gateways, security etc. for all interface related changes as well as production emergencies.
• Support the technical requirements of the MMIS hosting and software environments.

QUALIFICATIONS: Preferred Knowledge, Skills, and Abilities:

• 8+ years IT experience with strong interface and data analysis experience

• Technical knowledge of IT infrastructure and hosting environments standards
• Strong understanding of interface design and data structures
• Strong Knowledge of SOAP Web Services, XML, and data exchange
• Experience in file exchange mechanisms and protocols like sftp is required.
• Prior experience developing requirement documents and technical specifications is required
• Experience with SQL is required
• Experience with web service validations and testing tools like SoapUI or similar and defining requirements and testing specifications is required.
• Understanding of encryption and familiarity with a Unix/Linux environment
• Strong health insurance business knowledge with focus on interface designs, data structures and transaction types.
• Proficient in business analysis to support all stages of SDLC.
• Excellent communication and documentation skills.

EDUCATION:

• Bachelor’s degree or higher in Business, IT or Healthcare Administration, or equivalent work experience.
