Position Overview and Responsibilities:
This is an advanced environmental position performing professional work responsible for scientific tasks for Environmental Resource Permitting functions. The incumbent will exhibit and implement positive and energizing leadership skills. Serve as a role model for the Department and support the District’s mission, goals and values. Serve as the local point of contact for the Division(s) and will coordinate with the Division(s) when necessary. This ERP Permitting subject matter expert’s duties involve:
- Independently review, analyze, and evaluate varying levels of complex ERP permit applications to include Stomwater (exemptions or general permits that require engineer review, or an Individual Permit with a single best management practices stormwater management system) for conformance to state and federal rules and regulations.
- Process (to include recommending issuance or denial of) complex permits and/or documents and requests for additional information, when required, that are consistent with prescribed rules and department guidance and procedures.
- Perform site inspections, as necessary, in support of permit application reviews and evaluations.
- Responsible for the accurate and timely entry of required data and documentation into agency databases and file systems.
- Develop, coordinate and provide technical assistance to the compliance assurance program.
- Prepare to lead on applications requiring review by Board of Trustees and complex permitting applications that involve Compliance Assurance Program.
- Provides regulatory assistance, such as outreach, permitting determinations, exemptions, and compliance assistance to permittee and/or company representatives, other department programs including Compliance Assurance Program, delegated local programs, and other interested parties.
- Participates in training activities as required. Coordinates and facilitates program-specific training for staff.
- Assist managers in Ecosystems Management Agreement development and coordination.
- Internal Training, Consulting, and Organizational Improvement - Assesses and determines training needs of District staff.
- Serves as a subject matter expert or technical consultant for ERP regulations including jurisdictional determinations, when directed, reviews staff’s work product for accuracy.
- Provides technical assistance as needed.
- Provides Internal assistance such as training and providing technical assistance to Compliance and Assurance Program and permitting staff to include but not limited to; Certified Wetland Evaluator certifications, Wetland Delineation training and snorkel certifications.
- Evaluates and makes recommendations on training material and methodology. Develops and refines training aids such as SOPs, manuals and handbooks.
- Participates, develops and leads cross-training activities and safety events. Facilitates learning through a variety of delivery methods including classroom instruction, virtual training, on-the-job coaching, job shadowing and team building initiatives.
- Participates in training and is a self-advocate for training needs.
- Partners with appropriate district staff to learn about multiple DEP program areas.
- Participates in Division-related calls and calibration activity.
- Maintains working contact relationship with multiple Department Division Offices to ensure a consistent approach to compliance-related activity.
- Prepare to act as state’s witness in ERP related issues.
- Mentor ESIII staff.
