The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:  

The DEMA Chief Financial Officer (CFO) is responsible for the financial management and oversight of all funds deposited into the State Treasurer on behalf of the agency and serves in an advisory capacity to the Director regarding planning and budgeting. This position is responsible for and authorized to make sound decisions regarding the Financial Services section's goals, priorities, and long and short-range plans. Develops and maintains systems of internal controls to safeguard the agency's financial and fixed assets. Ensures compliance with all applicable legal requirements and generally accepted accounting principles. Represents the Department in matters involving the Governor's Office of Strategic Planning and Budget, the Joint Legislative Budget Committee, the Auditor General's Office, General Accounting Office and various other governmental agencies. Actively leads and participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

This position will work on site at least four (4) days a week at the Arizona National Guard Papago Park Military Facility, as well as attend in person meetings with service group(s), which may include in state travel.

Job Duties:

Responsibilities include:

  • Advise the agency Director, Deputy Director, Division Directors and other key leadership and staff on matters pertaining to budget planning, development and execution. Provides information pertaining to operational needs, fiscal management and maximizing resources. Provides advice on how to achieve financial objectives while complying with complex mandates.
  • Prepares and disseminates financial reports used by senior leadership and federal fund center managers. Regularly meets with divisional leadership to understand their financial needs and objectives.
  • Supervises and directs subordinates in the delivery of budget, accounting, asset management, procurement, internal audit and payroll services to all internal and external customers. Position coordinates resource, resolves policy issues, provides guidance, training and support. Prioritizes efforts of work for each work section to meet agency requirements. Oversees the agency's Procurement and Internal Audit functions.
  • Oversees the financial administration of federal grants, cooperative agreements, the Camp Navajo Ordnance Operation and military construction grants.
  • Ensures that the financial accounting processes employed by the agency meet the generally accepted accounting principles (GAAP) applicable to government entities. Develops policies and procedures for fiscal control that conform to the principles. Monitors to ensure agency practices comply with established procedures.
  • Develops and maintains systems of internal controls to include internal auditing to safeguard financial and fixed assets of the Department. Leads procedures and systems continuous improvement to improve efficiency.
  • Serves as the Department liaison to the Governor's Office of Strategic Planning and the Joint Legislative Budget Committee, the Auditor General's Office, General Accounting Office and various other governmental agencies. Coordinates with Director to answer questions and to establish department policies.
  • Manages the preparation, review and submission of the agency's budget to OSPB & JLBC.
