Manager, IT Vendor and Resource Management

POSITION SUMMARY: This position owns the end-to-end IT staffing function, partnering with the IT PMO, Procurement, HR/Talent Acquisition, and Finance to plan and fulfill contractor and FTE headcount needs. The role serves as the primary relationship owner for IT staffing vendors, including performance tracking, compliance oversight, and escalation management (especially around invoicing and payments). It also supports contractor and new-hire onboarding, reviews IT professional services SOWs with Procurement/Legal as needed, and acts as the application owner for SAP Fieldglass. Success in the role requires strong project/process leadership, experience managing large contractor populations and vendor governance, and solid IT financial management skills tied to resourcing, forecasting, and cost optimization.

PRINCIPAL RESPONSIBILITIES:

• Manages a strategic program with several interdependencies to other systems and projects.

• Support product owners in delivering roadmap capabilities and features.

• Accountable for annual and monthly financial support and staffing plans for their program.

• Primary point of contact for key Leadership & Teams that support the program.

• Supervises and provides leadership and coaching to staff under guidance of a Program Manager.

• Identifies training needs and facilitate training.

• Plans overall programs and monitors progress.

• Identifies and resolves issues that could affect established program milestones and deadlines.

• Coordinates and communicates dependencies between projects within the program and resolves any issues and conflicts between projects that put the program at risk.

• Creates and manages program budget. Accountable for program operating within budget.

• Communicates with functional area leaders on progress and status of the program.

• Performs other job-related duties as assigned or apparent.

QUALIFICATIONS: 

• Proficient in project management and project management software.

• Proficient knowledge of portfolio management.

• Experience providing leadership and coaching IT staff.

• PMI-PMP or PMI-ACP

• PMI-PgMP Certification

MINIMUM QUALIFICATIONS: 

• Experience managing or leading IT projects in Agile, Predictive, and Hybrid Methodologies.

• Experience leading and developing project working groups.

• Minimum of 8 years of experience leading projects within a program having several interdependencies to other systems or projects.      

• Minimum of 5 years of senior level IT professional experience such as Sr Software Developer, Sr Database Administrator, Business Analysis, or related role. 

ADDITIONAL RESPONSIBILITIES:

• Work with Director IT PMO and Procurement on enterprise IT Staffing strategy
• Responsible for end-to-end headcount requests and staffing for IT contractor and FTE needs, coordinate with HR, Talent Acquisition, IT PMO, and Finance
• Serves as the main point of contact and relationship owner for IT staffing vendors
• Responsible for vendor escalations related to invoicing/payments
• Partners with Procurement and Legal (if applicable) to reviews any Professional Services Statements of Work (SOWs) in IT
• Accountable for the process onboarding process for contractors and FTE new hires
• Application owner for SAP Fieldglass
• Coordinate and track vendor performance
• Responsible for the IT Staffing Vendor Compliance Program
• Partner with Procurement to assist in the negotiation process when applicable.
• Accountable for managing cohort-based IT Apprentice Program
• People leader of the Vendor Management Office’s Sr IT Project Management Coordinator 

This position is a hybrid role. This candidate will be required to work onsite 4-days per week, with the option to work 1-day per week remote.
