Great Hill is seeking a full-time Sr. Financial Analyst, at the Institute of Security Governance (ISG). ISG, located in Monterey, California (CA) remote support, manages and executes institutional capacity-building programs under the direction of the Defense Security Cooperation University (DSCU) and Defense Security Cooperation Agency (DSCA).

High-Level Requirements: The Sr. Financial Analyst will provide support to the Senior Financial Team Lead as a secondary lead to the Finance Support Team. Specifically, this position will provide support in identifying, deploying, tracking and analyzing cost, and related data for both routine and special projects/reports as identified in the contract. This position takes a lead role in managing requirements related to CONUS programming and mobile or OCONUS programming such as mobile education or training teams (MET& MTTs) exercises or advising. The role also includes assisting the Senior Financial Team Lead in day-to-day team leadership, quality control, and various administrative duties, supporting both current and future contracts, and U.S. Department of Defense (DoD) requirements. 

The successful performance of this leadership support role will help maintain accurate, detailed accounting of program funding expenses, development of comprehensive tracking tools and budget allocation. In addition, the employee will monitor ISG program financial resources and will be able to identify funding overages and shortages in meeting program needs. This position supports the development of annual budgets and cost estimates for direct and reimbursable programs and manages financial reporting requests and needs. The employee will support the oversight of monthly reconciliations and will report information to the Senior Financial Team Lead as required.

Roles and Responsibilities include, but are not limited to:

General Financial Support:

  • Monitor program financial resources and identify funding overages and shortages in meeting program needs; Provide support in the development of annual budgets and cost estimates including, but not limited to, Support Agreements, Spend Plans, Independent Government Cost Estimate (IGCE), Budget Requests (BRs), and other applicable supporting documentation.
  • Prepare, track, and upload to include the purchase request, honorarium, and Field Studies Program (FSP) into the financial management system.
  • Apply cost accounting methodologies to the financial management system to report the cost of major activities for management information purposes; track revenues and expenditures and provide monthly, quarterly, and annual reports on status of funds and task-based project work.
  • Monitor the SharePoint (or other) calendaring system on a weekly basis, and coordinate with ISG staff to determine in-country cost needs, financial resources, and financial transactions.
  • Support oversight of procurement, travel, honoraria, and other finance requirements

Program Expense Tracking and Reconciliation:

With over 100 countries and 500 events from education and advising programs, the Sr. Financial Analyst shall utilize the government's financial management system as well as external reports from various vendors (e.g., contract support, Federally Funded Research and Development Corporation, and other government entities), U.S. Embassies worldwide, and other entities to help maintain accurate, detailed accounting of program funding expenses.
