The Facilities Service Manager is responsible for overseeing facilities maintenance, repair programs, capital improvement projects, and property condition initiatives across a geographically dispersed portfolio of assets spanning multiple states. This position ensures facilities operate safely, efficiently, and in compliance with all applicable federal, state, and local regulations while protecting asset value and supporting operational excellence.

The Facilities Service Manager serves as a key liaison between Operations, Construction, Finance, and third-party service providers to drive execution of strategic facilities initiatives, asset preservation programs, and capital investments.

Duties and Responsibilities

Capital Planning & Project Management

  • Develop scopes of work, project specifications, budgets, schedules, and implementation plans for facility repairs and capital improvement projects.
  • Manage multiple concurrent projects across a multi-state portfolio from planning through project closeout.
  • Coordinate Property Condition Assessments (PCAs), Facility Condition Assessments (FCAs), and asset lifecycle evaluations.
  • Support development of annual and multi-year capital improvement plans.
  • Ensure projects are completed on schedule, within budget, and in accordance with corporate standards.
  • Review, negotiate, and approve change orders while managing project risks and budget impacts.
  • Monitor capital expenditures and provide regular reporting on project status and financial performance.

Facilities Operations

  • Conduct routine property inspections and facility audits to identify maintenance, safety, operational, and compliance deficiencies.
  • Develop corrective action plans and ensure timely resolution of identified issues.
  • Support preventive maintenance strategies that maximize asset life and minimize operational disruptions.
  • Partner with operational teams to address facility-related concerns and emergency situations.
  • Monitor facility performance metrics and identify opportunities for continuous improvement.

Vendor and Contractor Management

  • Source, evaluate, negotiate, and manage relationships with national, regional, and local service providers.
  • Conduct competitive bidding processes and recommend vendor selections.
  • Establish vendor performance expectations and monitor service level compliance.
  • Ensure contractors maintain required licensing, insurance, certifications, and safety standards.
  • Manage vendor scorecards and performance reviews to drive accountability and cost efficiency.

Compliance, Risk Management & Safety

  • Ensure compliance with federal, state, and local regulations, including OSHA requirements and applicable building codes.
  • Support life safety, environmental, and risk mitigation programs throughout the portfolio.
  • Assist in managing insurance-related repair projects and disaster recovery efforts.
  • Maintain documentation required for audits, inspections, and regulatory compliance.

Financial Management

  • Assist with annual operating and capital budget development.
  • Monitor project and departmental spending against approved budgets.
  • Identify opportunities for cost savings, vendor consolidation, and operational efficiencies.
  • Review and approve contractor invoices, purchase orders, and project billing documentation.

Systems & Reporting

  • Utilize Computerized Maintenance Management Systems (CMMS), Work Order Management Systems, and related technologies to track facility activities.
  • Maintain accurate records of projects, inspections, vendor contracts, and capital expenditures.
